Bats for prioritising  Naga political talks & infra developments of Dimapur

Dimapur, April 2 (MExN): The Dimapur Naga Students’ Union (DNSU) has submitted a representation to the Governor of Nagaland, highlighting key issues concerning the student community and the indigenous people of the state.

The issues included an appeal for the repeal of the Armed Forces (Special Powers) Act (AFSPA), an early resolution of the Naga political issue, the strict implementation of the Inner Line Permit (ILP) regime, and urgent infrastructure development to address traffic congestion in Dimapur.

Repeal ‘draconian’ AFSPA
Expressing deep concern over the continued imposition of AFSPA in Nagaland, the DNSU termed the law “draconian” and stated that its provisions have led to human rights violations, including arbitrary arrests, extrajudicial killings, and instances of torture.

The union asserted that the presence of AFSPA perpetuates an atmosphere of “fear, insecurity, and mistrust,” which hinders peace and reconciliation.

Citing the Oting incident in Mon district as a grim reminder of the consequences of unchecked military powers, the DNSU reiterated its demand for the immediate and unconditional repeal of AFSPA from Nagaland.

The representation also addressed the protracted negotiations concerning the Naga political issue, stating that the prolonged delay in reaching a settlement has created frustration, particularly among the youth.

The DNSU urged both the Government of India and Naga political groups to expedite the peace process and arrive at an “early and honorable settlement” that respects the unique history and aspirations of the Naga people.

Accordingly, the union called upon the Governor to advocate for the immediate repeal of AFSPA.

It also urged the Governor's office to call upon the Government of India and the Naga political groups to prioritise the early and amicable resolution of the Naga political issue.

“Ensure that the rights and aspirations of the Naga people, particularly the youth, are given due consideration in the ongoing peace process,” the DNSU’s representation added.

It also urged the Governor to facilitate a conducive environment for dialogue and reconciliation, fostering trust and understanding among all stakeholders.

ILP in Dimapur, Chümoukedima & Niuland
Stressing the importance of safeguarding indigenous rights, the DNSU, in its representation, emphasised the urgent need for the full and uncompromised implementation of the ILP in Dimapur, Chümoukedima, and Niuland districts.

The union claimed that nearly 90% of economic activities in Dimapur are controlled by non-local entities, leading to concerns over the exploitation of indigenous resources and the erosion of economic rights.

It also voiced strong opposition to demands for ILP exemptions, arguing that such measures would “severely undermine the purpose of the ILP,” which is to protect the interests of the indigenous Naga population.

The union also highlighted the prevalence of the “benami” system, where businesses are operated by non-locals under the names of local individuals, circumventing regulations and marginalising indigenous Nagas.

To this end, the DNSU urged the Governor to expedite the immediate and comprehensive implementation of the ILP regime in the three districts.

Reject demands for ILP exemptions under the pretext of minority rights and take stringent measures to curb the “benami” system, it held.

The union also called for conducting a thorough review of business licences and ownership structures.

“Strengthen enforcement mechanisms to regulate the entry and stay of non-locals in Dimapur,” it added.

Easing traffic congestion
Meanwhile, highlighting the escalating traffic congestion in Dimapur due to increasing vehicular movement and inadequate road infrastructure, the DNSU called for urgent intervention to mitigate economic losses, travel delays, and environmental pollution.

Specifically, the union proposed the construction of a flyover in key congested areas, including the railway station and city centre, to improve traffic flow, reduce emissions, and enhance connectivity.

It also called for expediting the completion of the Amar Mill–National Highway road, which would serve as an alternative route for commercial vehicles and ease congestion on existing roads.

Stating that infrastructure improvements are vital for ensuring sustainable urban growth, the union urged the Governor to prioritise these projects for the benefit of Dimapur’s residents.

Reaffirming its commitment to advocating for indigenous rights and sustainable development, the DNSU expressed confidence that the Governor’s intervention would lead to tangible progress in these pressing matters.

The union asserted that upholding the constitutional rights of the indigenous Naga people is essential to ensuring equitable development and lasting peace in the region.
