Do you agree that due to lack of deputation experience to the Centre, IAS officers in Nagaland are not up to date with the functioning of different ministries in Delhi?

Some of those who voted YES had this to say:

• Yes. By going on and getting experience through deputation it will increase their value and help them build networking with other bureaucrats and political leaders. They will be exposed to new things and will also get to learn how things are running in Delhi. It will do them a lot of good.

• Yes. Our Naga IAS officers are so unwilling to go out for deputation. They do not like to get out of their comfort zone and this is having adverse affect on their experience and networking with central ministries. In Nagaland they may behave like the boss but in Delhi they are nobody and maybe this is why they dont want to go on deputation.

• Yes. IAS officers in Nagaland are not performing at par with other states. They will get a lot of experience and knowledge by going on deputation but they do not seem to be interested in broadening their knowledge.

• Yes. Do not want to give up VIP culture present in the state

• If an IAS officer can be so cheap and manipulated and if they can boldly follow our half cooked politicians who are elected to the present seat by chance and with stolen money, what can we expect from them for the welfare and future of our state. It is no secret that our legislatures and executives are the last people to reach their own ministries in Delhi- they are only smart in Kohima and not in Delhi. The point is deputation experience to the centre may be good but look at the history of deputation from our state during the last 15 years and measure it without any biasness. Then decide.

• Very much. Non can visualise development project which may be worth say 100 crore. Just knowing to reproduce small developed initiative taken by other neighbouring States will never produce innovative development for Nagaland.

Some of those who voted NO had this to say:

• No, deputation may only supplement their experience but, overall, the functioning or the efficiency solely depends on the officer's work ethics, commitment and integrity. Sounds simple and clichéd but has never been seen in the Nagaland offices because it appears that most officers in the higher echelon of bureaucracy are in a "race" to amass the most wealth shamelessly, much beyond their pay grade. This attitude has trickled down on most of the lower grade officers who practise the same trend when they are promoted to higher posts. These illegal acts can be apprehended without much effort but everyone is hand in glove with everyone. God save Nagaland.

• Not necessarily. We cannot afford to let IAS officers from our state to go on deputation. As it is we have very few officers and if they are sent away of deputation it will affect the administrative system.

• They are simply lazy to make themselves get updated or update their department. Most of themseem to updated about the latest know-how on how to embezzle public money for them and their children's vested interest by building palatial homes, driving the latest cars and using the latest gadgets. All that they know and care about is this. Period! It would be such a shame to say that deputation outside is needed for updating their functioning.

• From time to time there is in service training on various subjects which is enough.

Some of those who voted OTHERS had this to say:

• The issue here is that most Naga civil service aspirants are pursuing this line of job mostly for employment purpose and not because they are really keen to serve the people. So without personal commitment and willingness to serve the people, how can we expect them to perform well.

• Lets face it our bureaucrats in Nagaland are not functioning to their full potential. Their performance is underpar. I am sure there are many reason for this and unless we identity and tackle the problem it will continue to affect the quality of governance in our state.

• I don’t think they even think about it. It is not even on their minds.  '

• Actually the bureaucracy in our state would improve a lot because such experiences will build new confidence and knowledge for the IAS officers. Its surprising to learn that most of them do not go on deputation.
