
Dimapur, September 21 (MExN): Eastern Nagaland gazetted officers are in total support of handing over National Highway 155 to PWD due to “various apparent reasons.” The Eastern Nagaland Gazetted Officers Association (ENGOA) feels that the government has taken the right decision and the union supports the same.
“The workmanship of the BRO has ceased to be commendable” the association explained in a note issued by the ENGOA executives. Unlike its initial quality, degradation has seeped in over a period of time and for that National Highway 39 stands witness to this fact, the association added. Further the ‘takeover’ by NPWD would also be translated as giving “economic sustainability” to the local people as the work is manned by local people. It becomes automatic that money or fund would be circulated within the state, the “eastern” officers contented.
However, the association advised on certain points. That while awarding the work to local contractors, it was observed that technical bids and qualification should be reviewed so that it enables local contractors to work within a conducive yet effective rules. “It is found that technical bid/qualification is quite high due to which local contractors are deprived of getting the contractual work. Therefore it should be set within a parameter that enables the local contractors to avail the opportunity” it advised.
It is also imperative that the concern department should put certain terms and conditions so that the quality of work is maintained. “The conception of the people that NPWD is not competent enough is altogether wrong because in the past NPWD had failed to deliver quality in their work” the ENGOA stated. The engineers and contractors of the department should take this as a challenge to show that there is not an iota of doubt about the workmanship, the association stated. The association felt that the department should redeem itself and set a benchmark of quality and trust, dependence and consistency. “While shouldering the responsibility, it should be borne in mind that corruption should be completely done away with. It is the main factor that exploits the society ad if unchecked, it will eventually destroy the social order from within” the association reminded.
“The public will come out of their apathy and become intolerant if work is found to be mediocre” it added.
