Dimapur, February 28 (MExN): The Executive Council has taken a number of decisions including enhanced power load, enhanced e-Governance and assent for one-time pension to NBSE employees. The council met on the 28th with Governor of Nagaland K Sankaranarayanan at the chair. Advisors to Governor, RS Pandey and SC Tripathi as well as Nagaland Chief Secretary Lalhuma were present in the meeting.
An important decision taken in the meeting was to approve the implementation of the e Modop E Governance Project in Nagaland. As part of the e-MODOP project, the portal www.emodop.com has been developed. Of the many services proposed to be offered, one is the Online Public Grievances (Redress) System. Through this system, citizens can air their grievances online. Upon successful submission, a unique ‘grievance number’ is generated and provided to the complainant. Each department will have a nodal officer to handle the grievances and the department in concern, will pass appropriate orders for redress of the grievance along with a time-limit for the same. These orders and time limit will be updated on the said website. Citizens can actually keep track of action taken for the grievance, with the help of the unique grievance number.
This portal and On Line Public Grievance (Redress) system will be formally launched by the Governor on February 29 at the new Secretariat at 2:30 PM. The council also approved the One-Time Pension scheme for employees of Nagaland Board of School Education.
The council also reviewed the current system for purchasing text books by the School Education department and approved the decentralized purchase of text books by the department of School Education in accordance with the provisions of the Nagaland Communitization of Elementary Education Institutions and Service Rules 2002 and in the spirit of the Nagaland Communitization of Public Institutions and Services Act 2002. It was decided that funds for purchasing text books will be credited to the account of respective VECs, WECs etc to purchase text books by them.
The Council also approved a proposal for strengthening the communitization process through incentives and other measures including rewards for the best institutions. It was also decided to streamline the procedure for approval of schemes under the NEIIPP as per the States Industrial Policy by constituting state-level empowered committee and the Screening Committee at the directorate and district-level.
The proposal to appoint Administrative Staff College of India, Hyderabad as consultant to undertake broad-based restructuring of Nagaland Industrial Development Corporation and Nagaland Handloom and Handicrafts Development Corporation. In another development, approval has been obtained for another 25 MW of additional power from Eastern Grid for Nagaland as per request of the Governor in view of severe shortage in the lean season and for the benefit of students facing exams. This is expected to give relief to people from the chronic load-shedding.
