Forsaken by govt, villagers decide to fight for justice

Imphal, February 13(NNN): Fighting on with grits and determination against alleged government apathy to their water plight, Thungcheng Youth Club (TYU) of Chandel’s Thungcheng village has expressed incidence of grubby nexus between government engineering officials and chairman of the area chief association.
HT Walngam, chairman of Western Valley Chief Association, had clarified in some local newspaper on Feb 4 last that the reservoir tank constructed at Thungcheng village is under MNP as against the earlier claim made by TYU (erroneously) of the reservoir being constructed under NLCPR.
“…the most deserving information that has been concealed so long by the PHED department of Chandel district division. Thus, since we are not benefiting from NLCPR to which water is drawn from hour village, we affirm that we will never let our water resources flow through NLCPR pipeline”, a statement issued by TYU said today.
Expressing scathing opposition to the browbeating claims made by HT Walngam who said that the reservoir is re-modified, TYU said that it seems to be a collusive statement in favor of the officials, “they being hand in glove in the contract works” even as the reservoir broke down for three consecutive times, it said.  The statement went on to say that there is no such re-modification at all as can be seen physically, perhaps (they mean) on papers. Only mending by plastering on the crack portions without the use of technical appliance are evident.
“On many occasions, HT Walngam was seen unloading construction materials at the worksites which is ample clear that he might be a sub-contractor or a share holder. Otherwise, there is no point of his service when Thungcheng villagers were assisting in every work”, it said.
It maintained that the tall claim made by Walngam that the villagers and multitude of Anal community’s Biennial Fellowship had used water drawn from the reservoir was a “hoax”, “because water was fetched directly from the scarcely pipe and another small distribution tank by the playground which was not sufficient for the multitude.”
Attacking HT Walngam for his inaccurate tirade, the statement said that “he is merely chairman of WVACA, of course with some limited social norms agreed with the area but on the matters of the development of basic amenities, he has no position since he is neither the scheme implementing authority nor an elected member of the area.”  Thungcheng village has its own basic civil right and liberty on such matter (of development of basic amenities). As such, the villagers cannot compromise its infrastructural developments at the cost of HT Walngam’s cheap whims, it said, and warned that “vigilance and media probe will be engaged under RTI Act 2005 to justify the truth
if required.”
