As Nagaland Legislative Assembly general election is around the corner different political parties have started worrying to find what available facts or rumors to take up to lure voters? But in next year election different political parties must not try to lure the voters by the means facts and rumors. For the benefit of general public, let me suggest and highlight four new ideas (agenda) or burning problems that we are facing today. Those who wanted to be in power for next five years and want to rule honestly, please uphold this suggestion and start your election campaign. But follow your manifesto in word and in spirit after being voted to power.
1. Accountant General (AG) Problem
Mainland Indian came to Nagaland to serve the government with clean conscious in the past, but now they developed a habit of not moving official files in AG office until they got some monetary gift or benefits from the particular individual whose file(s) are in process. Who is to blame for this uncivilized act? The answer is clear; it is not they who at first started this practice but it is our own indigenous product, as we paid monetary gift to them to finish our selfish work and benefit first by overriding many other pending files. Let me not waste my precious time to explain about our present Naga generation who accept monetary gifts like others as it is an open secret.
It is like our general Nagas are not aware of, How to process Pension work(s)? It would be very helpful especially to the recently retired or about to retire personnel, who have the right to claim their pension, if the learned, who understand or know the process of pension works, published in mass media about the details of pension work process and highlight the necessary documents needed.
As this department has annoyed the Nagas for a long period of time, and the public are fade up of this department. Thus, we “the public” need to do our own course of action without mercy, if the government fails to act against those errant AG staff.
If the staff violate their service norms or rule of the department, he or she must be terminate from the service and recruit new employee in his/her place as there are thousands of educated unemployed youth, who are ready to serve the government at any place and in any position honestly.
We must not act as an immature stand. What if we make some rigid rule to tackle this issue? Like;
(1) Starting from the 1st of January 2015, an employee must be given all his pension benefits including leave encashment, GPF and pension amount, on the day of his/her superannuation. If the office fails to do so, the investigating agencies like Police or Vigilance Commission to investigate the matter within one week and punish the employee(s) who are responsible for the delay. The responsible employee(s) will terminate from the service along with fined and in extreme cases, to life imprisonment. While investigating, if the agency fails to fast track to solve the case, they will also be arrest and kept behind the bar. If the judge fails to pronounce their verdict within stipulated days, they will also be tried or punish according to law.
(2) AG office must communicate or notify to the employee six or seven month ahead of superannuation by providing details about the documents required for the process of pension paper and clarifying their doubts if any.
(3) Employees application for withdrawal of GPF must also be cleared within one month. Failure to do so would result in stern action against the particular person(s) who handle the file(s) as per the punishment mention in Rule
(4) In case of expiry of a government servant, his/her dues, documents etc should be prepared by the concerned department of the deceased and the A.G staff in-charge within three weeks and submit it to the family members of the deceased. However, the AG employee must for sure face some financial difficulties for this service thus the government must aid them. This rule will be a beneficial for the general public.
2. Eastern Naga Problem
Believe it or not, there is a place where only opposition rule and that place is Kiphere, why because, majority of the government servant starting from top to bottom posted there are opposition party sympathizers. In near future, ruling party supporter government servant must depute to this area along with special economic package for the region and administered the place.
Post-election transfer of officials in our present Naga politics is highly uncalled for. The officers are often in alert among themselves regarding such transfers. As there is no officials willing to work in remote areas, opposition party sympathizers officials are transfer to less developed areas where there is less allocation of resources. The demand for separate Frontier Nagaland by our Eastern Naga brothers has their own valid justification. If I were the owner of India and Nagaland, I would definitely grant them not only their demand for separate State but an independent state. But if we want to continue as we are today (not a separate state), we must first change the practices of financial mismanagement by different political parties, government officials, criminals and those who work against the society and the post-election transfer of opposition party sympathizers to the less developed Eastern Nagaland. The Eastern Nagas have suffered a lot. For instance, if the next government is formed by the NPF led DAN government, then the officials of the DAN government sympathizers should be transfer to Eastern Naga areas and also allocate different developmental projects there. As we all know, where there is developmental works going on, there is definitely extra source of income for the officials and not forgetting the progress and advancement of the particular area
3. Work Charged Employee:
This issue is another major problem that we are facing today and it is a pity hence I would like to state, ‘which party could release their salaries in time and also give regularization to those employees serving for over ten years?’
4. Contractors and Suppliers:
After helping the candidates win the election, contracts are given to the contractors by their candidate. Their works are examined after completion and money is released within three days. But if their works are not satisfactory, money can be denied to them. In the same way the suppliers should also get their materials within six months. Is there any party to fulfill this demand?
The party which sincerely upholds the above stated four points, that party should get the majority vote. As it is an important issue, both the employed as well as the unemployed without distinction need to support the particular political party whose election manifesto advocate and promise the general public that they will disperse their salary on time and if they fail to do so, are even willing to sacrifice their life for their failure to implement their promise. Thus we need to vote that particular party to power who promise to do so and in this way, we all will be benefited directly or indirectly. I belief and dream that those political parties who honestly promise to the general public that they will honestly and successfully deal with these problem will definitely form the government and rule for the next five years.
