Odisha’s Governor and the former Chief Minister of Nagaland, Dr. SC Jamir today said that the Framework Agreement should be inclusive and also be acceptable to Naga people and Government of India.
“It should b e honourable to the people of Nagaland and it should also be acceptable to Government of India and Naga people,” he said while talking to media persons on the sideline of gracing North East Day on the second day of the 18th Hornbill Festival.
The Government of India and the National Socialist Council of Nagalim (NSCN-IM) signed the ‘Framework Agreement’ on August 3, 2015 after entering into a ceasefire agreement in 1997.
Asked his comment regarding the dialogue with six Naga National Political Groups (NNPGs), Jamir said “This is a right direction.”
Jamir added that when we talk about inclusion, that means all the groups should be included and they have done it. “It is in the right track.”
Queried about assessment of the Festival since 2000 when it was started during his chief ministership at Kohima Local Ground, Jamir said that it was concentrated on tribes so as to bring them together first to enable people from outside to see Nagaland in one platform.
He stated that the need to promote our culture and customs and to exhibit to outside was tried during that period. The former Chief Minister felt that Hornbill Festival should be promoted, not copying western style “but we should exhibit our own culture and that should be the effort.”
Earlier, addressing the cultural extravaganza organized by North East Zone Cultural Centre (NEZCC) under the theme ‘Culturally Yours’, Jamir said that December is an important month for the Naga people from both historical and Christianity point of view as Nagaland attained Statehood on December 1,1963 and is a Christian dominated state.
He said Hornbill Festival is the right platform to showcase our ethnicity to tourists coming from abroad and different parts of the world.
“Nagas have been endowed with unique talents and Hornbill Festival is the common place where everyone gets their right opportunity to exhibit their talents,” Jamir added. Further, he expressed happiness over the improvement of Hornbill Festival over the years.
Day 2 of Hornbill festival attracts 18, 346 visitors

The ongoing Hornbill Festival of Nagaland at Naga Heritage Village Kisama on second day today registered 18, 346 visitors. Out of this, there were 325 foreign, 3021 domestic tourists and 15,000 local visitors.
With this, the Hornbill Festival has registered 30, 546 visitors in two days at Kisama. On the inaugural day, it registered 12, 200 visitors.
Parliamentary Secretary for Tourism C. Apok Jamir told media persons that the visits of Union Home Minister Rajnath Singh to Hornbill Festival on December 7 and Union Minister of State for Home Kiren Rijiju on December 10 have been confirmed and stand as per schedule.
Further, on December 5, the festival will also witness the presence of Arunachal Pradesh Chief Minister Pema Khandu and Manipur Chief Minister N. Biren Singh.
Meanwhile, Lieutenant General Shokin Chauhan, AVSM, YSM, SM, VSM, Director General, Assam Rifles will be the chief guest on December 3 at Kisama.
Among the many highlights of day three (December 3) include; 6th annual Hornbill Cycle Rally, 7th Hornbill Half Marathon, prize distribution for state level flower, ornamental plants, fruits, vegetables, Naga Chef season 5- Signature Dish, exhibition cum sale of handloom and handicraft products, cultural performance by various Naga tribes, traditional fire making, 6th Hornbill Riders’ meet- registration of riders, Pre-Christmas Gospel Night at Kisama.
