KOHIMA, NOVEMBER 15 (MExN): The Office of the Commissioner, Government of Nagaland has issued a show-cause notice to Nirmal Kumar Jain over allegations that he illegally procured a Non-Naga Indigenous Inhabitant of Nagaland Certificate and subsequently acquired land using the document.
According to the notice, the Dimapur Naga Students’ Union (DNSU) had submitted a representation to the Deputy Commissioner of Dimapur on June 26, 2025, alleging that Jain had unlawfully obtained the certificate.
Following the complaint, the Deputy Commissioner constituted an Internal Committee on July 10, 2025, to examine the allegations. The committee, after inquiry, submitted its report concluding that “aggravated fraud” had been committed in a “deceitful manner” with elements of conspiracy and connivance to defraud the government.
The notice stated that Jain failed to appear before the Deputy Commissioner on two occasions, August 29 and September 3, despite being summoned.
Acting on the detailed report submitted by the Deputy Commissioner on September 10, the Commissioner has now directed Jain to show cause in writing within 15 days of receiving the notice as to why his Indigenous Inhabitant Certificate (Registration No. 97, issued on March 14, 2002) should not be cancelled.
The notice further warned that failure to respond would be construed as having no valid explanation, and appropriate action would be taken by the authorities.
