Clearly sensing the need to push quickly some key reforms in the governmental system before a political dispensation comes into place, the Executive Council headed by the Governor which was constituted following proclamation of President’s Rule, has taken the decision to streamline the Recruitment Policy of teachers in the School Education Department, a move likely to help stem the flow of ‘back door appointments’. As per a meeting of the Executive Council held on February 21, under the chair of the Governor, a clear set of guidelines have been set in place.
The qualifications for appointment of teachers have been laid down which specify that those with 10+2 with PSTE or Diploma in ECCE will be eligible for appointment in Pre-Primary. Similarly for appointment as primary teachers, the minimum qualification will be 10+2 with PSTE. For upper-primary and secondary levels, the applicants will have to be graduates with B.Ed. and for Higher Secondary, the qualification specified in post-graduate with B.Ed.
The meeting attended by the advisors to the Governor, R S Pandey and S C Tripathi along with the Chief Secretary also deliberated on various issues and took other key decisions. This includes approving the recommendations of the High Power Committee constituted on Revamping Nagaland Public Service Commission including the rules prepared by the HPC to give effect to their recommendations. Besides, it also approved of a policy with regard to cost escalation of any work or project. This has been done to avoid any unwanted liabilities that are created by rampant cost escalations. As per the new policy the endeavor will be to complete projects in time and within budget to avoid any liabilities or escalations.
In the event of a price escalation becoming inevitable, approval of Finance and Planning Department or the Sponsoring Ministry must be undertaken before issuing any work orders or supply orders. Any non compliance will be the personal responsibility of the concerned officer who issues such work orders. The Executive Council also decided to publish details of approved projects on website for greater transparency.
The crucial meeting also approved the Rules for Communitization of Development of Bamboo Resources in order to ensure community involvement in the development of Bamboo as an economic activity. The Executive Council also decided to declare 22nd March 2008 and 29th March 2008 as working Saturdays in view of the closing of the Financial Year.
