Govt tightens rules for financial discipline

Kohima, January 11 (DIPR): As the end of the financial year 2007-2008 approaches, Principal Secretary and Finance Commissioner, H.K. Khullu has reminded all departments to strictly follow the procedures laid down for control and regulation of expenditure as prescribed by the Finance Department dated April 13, 2007, which was addressed to all the departments.

Besides this, the Finance Commissioner reminded all the departments to strictly adhere to the guidelines issued by the Governor, K. Sankaranarayanan for observance of some financial principles and proper fiscal discipline. 

While addressing the Administrative Heads and Heads of Departments on the 4th January 2008, the Governor made it clear that no expenditure shall be incurred without budget provision and also asked departments not to incur any expenditure above what has been sanctioned under a particular head. He also desired that all departments who receive funds from the Centre must ensure timely utilization, observance of prescribed guidelines and submission of utilization certificates in time. The Governor also cautioned departments against creation of liabilities and issue of supply orders without specific budget provision. He also called for timely audit and prompt action taken on the observation made by the Audit Team. The Finance Commissioner also drew the attention of all departments to the fiscal management objective and principles laid down in the Nagaland Fiscal Responsibility and Budget Management Act, 2005 for strict compliance in all matters of public finances.
