Govt urges SSA teachers to resume duties

The Department of School Education, Government of Nagaland today issued a statement on the ongoing agitation of the Nagaland Sarva Shiksha Abhiyan (SSA) Teachers Association.  

“It is an admitted fact that some batches of these SSA teachers were appointed after the posts were created, advertised and interviews conducted,” the department said.  

Since the salaries are borne under the CSS scheme of SSA, release of their salary has been dependent on the release from the centre, the department added. This, it said led to delays in salary release, “the problem which the government is well aware of, and has tried its best to solve in spite of the resource constraint.”  

It may be noted that the SSA Teachers Association belonging to the 2010 & 2013 batches are demanding that 7th ROP be extended to them; that their salary be transferred from Plan to Non-Plan; and for release of their salaries from January to March 2018 with 7th ROP. They are currently agitating.  

The department said that the government has agreed in principle to the demand for inclusion of this category of SSA teachers into the 7th ROP. “So far as transfer of salaries to Non-Plan is concerned, this posts were created for implementation of CSS,” it stated.  

The existing practice of payment of salary through the State Mission Authority SSA shall have to continue, in whatever name or form the CSS of SSA continues, the department said. It however noted that the DoSE has been asked to suggest ways so that salaries can be paid on time.  

It meanwhile informed that salaries from January to March 2018 have been released (without 7th ROP). The department said efforts have also been made at all levels to make the association understand the status of their demands.  

It also put on record that during the discussions, many of the members “seem to have understood the situation.”  

The department however stated that the “action of this association has been otherwise.” Regardless, the department said it would continue in its efforts to look after the welfare of all its employees “to the extent possible.”  

It meanwhile appealed to the agitating teachers to resume their duties, in the larger interest of the students, while asserting that the “interest of the students will not be compromised under any circumstances and necessary steps will be taken to ensure this.”
