Dimapur, June 2 (MExN): The Chief Information Commissioner is requested by the Mokokchung District Voluntary Consumer Organization to furnish information in regard to illegal deduction from SSA funds meant for Mokokchung school buildings.
According to the organization, illegal deduction of 50% was made from SSA funds provided to Mokokchung village education councils for construction of school buildings. A letter addressed to the CIO from the MDVCO’s secretary Chubatangit informed that the Directorate of School Education released an amount of Rs. 2, 29, 50, 000 to the DEO, Mokokchung under the SSA scheme.
All the government GPS, GMS and Government High Schools were provided Rs. 1.80 lakhs per room construction each to initiate the work under the condition that 75% of the amount to be released for initiation of the work.
The final payment of 25% to be released would be made on production of utilization certificate, the inspection report by the JE or any technical person as signed by the DMA for such work required to be the duly counter-signed by block-level monitoring and supervision accompanied by photographs.
The consumer-rights’ organization expressed surprise that after the release of the money, the DIS of Changtongya demanded 50% of the amount released. A copy of the directive for such action was sought but the DIS failed to furnish even after the receipt of payment of the 50%, it stated. The organization also quoted reliable sources that deduction of 50% from the amount released to various VECs in Mokokchung is “going on” by the concern officer without producing any direction/order from the higher authorities.
The organization stated this is a serious punishable offence under relevant laws against corruption. The CIO was asked to initiate appropriate course of action under the relevant provision of the RTI Act.
