Is Nagaland govt evading responsibility by communitizing higher secondary education?

Those who voted YES had this to say:
•    If the whole set up of Govt is communitized, we don need Govt anymore.
•    I support the policy of communitization when it involves issues and areas which are manageable by local communities. I endorse such policy in the area of education when it is limited to child care and children education. However in this case, I do not support communitization when it involves higher education. The only concept of free education is applicable only when the state is responsible for education, that too quality education. In this case, the government has absolutely overstepped on the concept of communitization and it shows it is evading from its responsibility to provide free and quality education.
•    Becos though communitization is good yet after communitization its left to the villager without any means to go forward
•    Yes, no doubt their names will be in the pay rolls, enjoy salaries and leave aside the works of the public. 
•    How can the government give higher secondary education to the community. It is the responsibility of the government to provide that. In this case, the government has made a wrong decision.
•    Nowhere else in the world has a government tried to communitize at the level of higher secondary education in such a widespread manner.

Those who voted NO had this to say:
•    I feel there is no reason to uphold such fears. If communitizing is and effective means to facilitate quality learning and teaching in our schools, well there can be nothing better than this. General public having an opportunity to build and manage schools is one step taken in the direction of Govt. Public Participation towards creating social value. Lastly if the exercise fails in obtaining desired result the final conclusion shall be: collectively all have us have failed in doing our best or in shouldering the responsibility for creating institutions that shall empower the coming generation. Blaming or finding excuse under on pretex or the other shall not bring synergy to the communitizing project. Contrary to the above a positive and responsive attitude can do wonders that is best suited to our interest.
•    NO question of that. These are all the commentators talk.

Those who voted MAY BE had this to say:
•    But! Naganess...does it not matters? We don’t want to be under control of anything.. be it, education. By communitizing higher secondary edu.. actually it will be like handing over a sharp edged knife to a 5 year old kid who is deaf & dumb. mind u! education is education... tats it!

Others:
•    I think that’s the only alternative they have.
•    Where is the need for communitizing higher secondary education anyway? Of late ‘communitization’ has only become a hot bed for employing an unterprising few.
•    Evading/shirking responsibility…A sure sign of inexperience, incapability of the department. Embarrassing indeed. Whether it succeeds or not is not the point.
