Issue of ‘illegal immigrants’ figures in Assembly Session

Naga People’s Front (NPF) Legislature Party leader Kuzholuzo (Azo) Nienu today told the floor of the House that the issue of “illegal immigrants” is a matter to be taken seriously.

He further argued that Dimapur, the metropolitan district of Nagaland is “becoming a breeding ground” for illegal immigrants, allegedly from Bangladesh, and called it a “growing threat.”

Taking time during the question hour on the matter of Inner Line Permit (ILP) registration and renewal, he stated that “illegal immigrants with or without ILP is also an alarming threat, non-locals possessing land properties are also one, if we don't tackle this issue with seriousness and with an iron hand, Nagaland will becoming the second Tripura.”

He also cited how “non-local marries into a local family (Nagaland) and soon takes advantage of it by purchasing land under her name, establishing business under her name, this way they have started to dominate everything.

He claimed that even central government has asked state Government to take prompt steps to identify “illegal Bangladeshi immigrants” staying in India and to deport them.

11, 718 ILP registration done till Jan 2022

Replying to Azo in starred question, Deputy Chief Minister and Home Minister. Y Patton stated that the total number of ILP registration (Fresh) issued in all the authorised offices with from January 1, 2022 till date stands 11,718.

Out of this, 6173 were tourist ILPs (both domestic and foreign), issued by Commissioner’s Office, Kohima.

Patton also stated that the total number of ILP renewals with effect from January 1- September 16 stands at 15, 851.

He informed that the commissioner, Nagaland, Deputy Commissioner of all the districts, the ADCs in the sub divisional headquarters, the Nagaland House at New Delhi, Kolkatta, Guwahati and Shillong are authorised to issue offline/online ILP for the various categories.

Rio cautions misuse of authority for RIIN exercise

Later, while reminding the procedure of Register of Indigenous Inhabitant of Nagaland (RIIN), Chief Minister Neiphiu Rio said that the concerned village chairman has the authority to determine the native inhabitant subject to verification by the district administration.

RIIN was initiated in 2019 after a state government committee recommended the creation of such a registry primarily to prevent issuance of fake “indigenous inhabitant” certificates.

The Village Council is an authority to issue the indigenous certificate to the inhabitant of the village. However, the misuse of the authority is liable for punishment, Rio said.

The chief minister also called for streamlining the ILP registration system and cautioned against the harassment of Indian citizens working in Nagaland.

“We cannot harass any genuine Indian citizens,” he said.
