JCPI submits ‘Charter of Actions’ to CM

Kohima, February 24 (MExN):  The Joint Committee on Prevention of Illegal immigration (JCPI) on Monday submitted before the Chief Minister of Nagaland, a charter of demands to be fulfilled on or before March 15, 2020, “for effective implementation of our protective laws.” The demands pertain to the Register of Indigenous Inhabitants of Nagaland (RIIN) and implementation of Inner Line Permit (ILP). 


The JCPI, in a press release, demanded that a fresh notification on RIIN based on the Banuo Commission report be issued with 1963 as the cut off year. It reasoned that the special provisions of Article 371A and other protective laws can be fully realized only when indigenous inhabitants are properly identified and that includes effective enforcement of BEFR, 1873 in Nagaland including Dimapur district.


As such, the JCPI also demanded for physical implementation of Bengal East Frontier Regulation (BEFR), 1873 based on the Abhishek Committee’s report on ILP and revocation of 1979 as the cut-off year under BEFR, 1873. The Inner Line regulation comes along with the statehood in 1963 invoking the BEFR of 1873, and there cannot be a separate cut-off year for ILP enforcement in the state, it said.


The Committee also demanded that the State Government, as the mandated authority empowered under the Foreigners Act, 1946 and the Citizenship Act, 1955, establish sufficient number of “Tribunals under the Foreigners (Tribunals) Order, 1964 to effectively curb and deport illegal influx. “


The JCPI urged the State Government to fulfill the demands on or before March 15, 2020 failing which “the JCPI will be compelled to resort to any democratic means to restore our inherent rights and privileges.”
