KOHIMA, May 5 (MExN): The Deputy Commissioner of Kohima, B. Henok Buchem, who also serves as Chairman of the District Level Coordination Committee (DLCC) under the National Tobacco Control Programme, has issued a directive for the strict enforcement of the Cigarettes and Other Tobacco Products Act (COTPA) 2003 across the district.
In a circular issued by the DC’s office, all village councils, municipal and town wards, government departments, educational institutions, commercial establishments, and the general public have been directed to ensure full compliance with the provisions of the Act.
The circular said that smoking is strictly prohibited in all public places, including government offices, healthcare facilities, educational institutions, public transport systems, restaurants, and entertainment venues. “No Smoking” signage must be clearly and prominently displayed in all such areas, it stated.
The directive also reminded that all forms of direct and indirect advertising, promotion, and sponsorship of tobacco products are banned. This includes displays at points of sale, hoardings, promotional events, and other activities encouraging tobacco use.
Retailers have been cautioned that the sale of tobacco products to minors under the age of 18 is a punishable offense under the Act. They are required to verify the age of purchasers before sale.
Further, the sale of cigarettes and other tobacco products is prohibited within a 100-meter radius from the outer boundary of any educational institution, including schools, colleges, and universities.
“All concerned authorities have been directed to ensure strict implementation of the provisions of the COTPA Act 2003 within their respective jurisdictions,” the notification stated. It also advised that any violations or challenges in enforcement be reported to the District Nodal Officer, District Tobacco Control Cell, Kohima.
