The Life Consumer Society & RTI Dimapur Dist seeks intervention of the District Administration to cancel the Fair Price Shop (FPS), failure in serving to deserving consumers irrespective of distribution of District monthly allocation of specified PDS items Rice, Wheat, Sugar, S.K.Oil (scheme wise in APL, BPL, AAY and Annapurna) from its outlet in Dimapur Urban regularly.
LCS & RTI Dimapur District further seeks clarification from the FPS Union, which have also failed in streamlining own registered and non- registered FPS in its unit to create a network of cooperation and meaningful exchange of ideas in how to improve the business with the ultimate aim in providing better service to the ration card holders irrespective of issue of all available normal quota as well as additional quota of PDS items meant for consumers in Dimapur Urban.
LCS & RTI Dimapur District, therefore urge the Department of Food & Civil supplies to forfeit security deposit amount of non-existant, non- functional (only for show in paper) FPS which are exploiting the rights of deserving consumers to avail rice, wheat under “Right to Food”.
LCS & RTI Dimapur District informs to the existing FPS not to violate the needful under mentioned display of mandatory information as well as offer of mandatory services:-
(i) To display samples of food grains being supplied through FPS.
(ii) To display all relevant information such as each beneficiaries entitlement of various essential commodities, issue prices, timing of opening and closing of FPS and weekly closing days, stock position, timing for inspection by citizens etc at a conspicuous place.
(iii) To display detailed list of APL, BPL, AAY, Annapurna household under its jurisdictions.
(iv) To register consumer cards only after the holder of the consumer card has signed or put his/her thumb impression in the space provided for the purpose on it and counterfoil while registering the card the FPS holder is required to put his number and SL.No of registration on consumer cards.
The social audit move was once initiated by consumer society Dimapur in the early part of the year 2011, had also detected not only the abnormalities in the functioning of FPS but also functioning of FPS from unofficial location wise in Dimapur urban under transparent targeted public distribution system scheme.
LCS & RTI Dimapur District finally appeal to call for an open application after taking into account the viability of FPS in both rural and urban, after the realistic needs and requirements, so that the genuine consumers of Districts are no more exploited or deprived from the handiwork of few vested interest in the twelfth Five Year Plan.
