Make or Break RoP: Neiphiu Rio to meet CANSSEA today

A breakthrough – or another breakdown – is strongly anticipated Tuesday with the government having officially invited the agitating Confederation of All Nagaland State Service Employees’ Association (CANSSEA) to meet with Chief Minister Neiphiu Rio to break the current impasse  over  the  6th Revision of Pay.

It was disclosed tonight that the Cabinet Sub-Committee for RoP had on Monday  dispatched  the invitation to the CANSSEA to meet with the Chief Minister and the state Cabinet for a crucial meeting scheduled for Tuesday, June 29. 

An official from the CANSSEA disclosed tonight that the employees’ organization had met with the Cabinet Sub-Committee on Friday, June 25. In the meeting, the confederation was assured of a reply from the government over the proposals placed by the CANSSEA. The proposals as the CANSSEA stood on were reiterated and the committee had sought a “little time” to study the organizations’ ‘options’.  Then  on Monday, June 28, the committee  sent  the  invitation to meet with the CM on Tuesday.    

Earlier, the proposal that the CANSSEA made was that all accumulated arrears of the RoP would be ‘forgone’ or “surrendered” if the pay scale is implemented with January 1, 2006 as the affecting date. The government on the other hand, had offered to the government employees’ apex that the RoP be implemented from June 1, 2008 but without the arrears accumulated from the period January 1, 2006. The second “option” offered to the government by the CANSSEA was that the RoP be implemented from June 2008 and the employees would ‘not claim arrear’ but from 2009 onward, the arrears would be ‘claimed’, and inclusive of increments that came with the central scale. Either ways, the government remains firm on its proposal to the employees, to date. 

“We will see what they have to say,” said the CANSSEA leader referring to the scheduled meet with the chief minister. The Chief Minister’s Office did not return calls made by this Daily. Dr. Shurhozelie could not be reached at the time of filing this news report. 

Also, a related recent development is that the CANSSEA has “come down” on the aspect pertinent to the RoP affecting date: The latest proposal to the government is that the CANSSEA would “come down” to June 1, 2008 but with arrears affective from January 1, 2010 as the affecting date. The CANSSEA source said the Tuesday meeting with the chief minister would be crucial as the impasse has been on for quite a time.

A few days ago, on June 21, an unhappy CANSSEA issued an ultimatum to the government to take “initiatives” to break the standoff by June 25.  The CANSSEA has also directed all the confederation’s units throughout the state to “activate the preparatory ground for taking further course of action” if “no positive response” was received from the government on or before June 25.
