The All Tribal Students' Union, Manipur (ATSUM) on Thursday strongly charged the Regional Institute of Medical Sciences (RIMS), Imphal of violating reservation rules.
The Manipur apex tribal students' body alleged that RIMS violated reservation rules in its recent notification for recruitment of some posts of LDC and in the reservation of seats for MBBS study in respect of Scheduled Tribe (ST).
Then, the students' body threatened of launching intense forms of agitation if RIMS authority fails to rectify the problem at the earliest.
Addressing in a press conference held at ATSUM office at Imphal’s Adimjati Complex, its general secretary Seiboi Haokip said that the recent notification for the appointment of LDCs in RIMS violated the reservation system.
As per the guidelines of department of personnel and training, the state reservation norms have to follow by the Central government institutions based in the state. As per the state reservation policy, 34% of the seats have to be reserved for the Scheduled Tribe (ST) category in the state.
Even as RIMS is a central institution, it has to follow the guidelines laid down by the state reservation norms, he claimed.
Unfortunately in the notification, out of the nine posts for LDC, five were unreserved, two reserved for SC, one reserved for ST and one reserved for OBC.
"This is complete violation of state reservation policy in Central institutions", the ATSUM leader alleged.
Seiboi Haokip then said that ATSUM had lodged a written complaint to the RIMS director regarding the matter. But, unfortunately, no steps to rectify the mistake was seen taken up till date, he rued.
The general secretary of ATSUM then urged the RIMS authority to rectify it under the state reservation norms at the earliest.
ATSUM further pointed out violation of the state reservation policy in the reservation of seats for MBBS course in the RIMS.
He informed that recently, the capacity of MBBS seat was increase after the Central authority allotted 25 more seats for the course.
However, RIMs authority violated the reservation system, he pointed out while alleging that 11 seats were reserved for Economically Weaker Section (EWS) while leaving 10 as unreserved seats and four for all India.
The Economically Weaker Section (general category) has 10% reservation even though, the institution should have to follow the state reservation norms of seven seats for SC, four seats for OBC, one seat for ST and 2/3 seats for Economically Weaker Section and 10 unreserved seats of the 25 MBBS seats.
Seiboi then threatened the student body will launch intense forms of agitation if the RIMS authority fails to rectify the flaw in the reservation of seats for the ST in the centrally run institution.
