Aizawl | July 27 : The eighth session of the sixth Mizoram Legislative Assembly today passed Mizoram Appropriation Bill, 2011 and two other demands. During the fifteenth sitting of the Assembly today, finance minister H. Liansailova and chief minister Lal Thanhawla submitted a demand each to the vote of the house. Various other demands under their charges were also discussed and passed today.
The Mizoram Appropriation (No.3) Bill, 2011, also moved and introduced by the finance minister, was discussed and passes as well. At the question hour, health and family welfare minister Lalrinliana Sailo, while replying to a query raised by C. Ramhluna, said that there is no plan to stop Mizoram State Health Care Scheme (MSHCS).
It may be noted that insurance companies have interfered with the health care scheme since 2011 and there were wide expectation that the scheme would function better with ‘self financing system’. Meanwhile, as much as Rs. 6 crore have already been provided to insurance companies between 2011 and 2012.
The health minister also stated, while replying to a question posed by Lalduhoma, that three tutors, 240 staff nurses, RHC/ NRHM and 16 nurses in state were employed on contractual basis. As many as 38 regular posts of nurses are expected to be created and about 20 percent of the post is set to be reserved for contract employees, he added.
Mr Sailo said that according to national norms of Indian Public Health Standard there should be at least seven specialist doctors, eight medical officers and 19 staff nurses in Community Health Centre (CHC); further there should be four medical officers and five staff nurses at Public Health Centre (PHC). The minister said there are now 324 doctors in Government hospitals across Mizoram and the state has at least 46 MBBS/BDS seats.
Education minister Lalsawta said that there is no intention to amend Mizoram Board of School Education Act in the near future. However, it may be necessity to amend the said act in view of implementation of the recommendation of Education Reform Commisssion.
