Mizoram-HPC (D) peace talks this week

Aizawl, September 17 (NNN): The next round of peace talks between Mizoram government and H. Zosangbera faction of Hmar People’s Convention (Democratic) will be held this week, a senior official in the home department said. The official said that the proposed parley is scheduled to be held on Thursday and Friday in the state capital Aizawl.   The upcoming peace talks have been proposed to last for two days since it is believed to be the last official level talks after which it will be elevated to political level, it was added.   “All issues which are required to be resolved at the official level will be discussed and be settled if possible during the two-day talks,” the official said.   With the ongoing peace talks nearing its conclusion, the official expressed hope that both parties would reach a Memorandum of Settlement (MoS) at the end.   Meanwhile, HPC (D) spokesperson Lalthalien, who headed the first and the second rounds of peace talks, said that the main agenda of the upcoming round of talks will be finalization of Sinlung Hills Council Bill. The HPC (D) delegation, he said, is optimistic about the outcome of the ongoing peace talks. He added that the HPC (D) delegation to be headed by HPC (D) working chairman Lalthanglien comprises of himself, former Hmar Inpui president Dr. John Pulamte, social activist David Buhril, Hmar Students’ Association (HSA) assembly speaker Lalthlamuana Hmar and Lalmuanpuia.   Meanwhile, the four-member Mizoram State government delegation will be led by Additional Secretary for the State Home Department, Lalbiakzama. The other members are Joint Secretary for Home Lalhriatpuia, SP, CID (SB) Rodingliana Chawngthu and OSD (Home) David H. Lalthangliana.   The peace talks between Mizoram government and HPC (D) led by H. Zosangbera scheduled to be resumed in July was delayed as the State government was also trying to hold talks with the HPC (D) faction led by Lalhmingthanga Sanate. However, the proposed peace talks with Sanate faction had fizzled out as the government turned down the pre-conditions put forward by the faction. Sanate faction had demanded separate autonomous district council for the Hmar community in Mizoram and a tripartite talk involving a representative of the Centre.
