More than 20,700 people have been arrested for violating the provision of Bengal Eastern Frontier Regulation, 1873 and entering Mizoram without valid Inner Line Permit (ILP) since 2015, Mizoram Home minister Lalchamliana informed the state assembly on Tuesday.
In a written reply to a question from independent MLA Andrew H. Thangliana, Lalchamliana said that at least 20,765 people have been arrested by the state police for entering the state without valid ILP and 19,220 of them were pushed back from the state over five years from 2015 till January this year.
According to the Home minister, a total of 5,53,321 ILPs were issued to outsiders during the same period. He also said that the state government is making efforts to upgrade the existing ILP system in the state.
In December last year, the Mizoram government launched online ILP portal, which is the first of its kind in the state to ensure security. The state government also rolled out ILP Mizoram mobile apps for NGOs and general public and ILP Enforcer mobile apps for state police.
Officials of state Home department said that temporary and regular ILP will be applied only through the newly launched portal from now onward and sponsors have to furnish complete bio-data, including EPIC number.
The system will put a check on the minimum limit of ILP that can be issued to outsiders and sponsors will have to monitor their clients to ascertain that they return to their native places after completing the purpose they came for, he also said.
Under this system, ILP holders will have to report to police check gate before returning to their places.
