Kohima, November 6 (MExN): The State Cabinet on November 6 discussed the matter concerning the induction of Non-State Civil Service (Non-SCS) officers into the Indian Administrative Service (IAS) for Nagaland and decided to revisit all related decisions.
According to a press release issued by Chief Secretary Sentiyanger Imchen, IAS, the Cabinet noted that in 2020, a Vacancy Circular for the induction of Non-SCS officers to IAS was approved by the Competent Authority but was not followed up with the preparation of a Cabinet Memorandum, and no policy decision was taken or notified.
It further observed that the Vacancy Circular dated March 10, 2025, was issued without the approval of the Competent Authority.
The Cabinet also discussed representations submitted by the Confederation of All Nagaland State Services Employees’ Association (CANSSEA) and other service associations to the Department of Personnel and Training (DoPT) and the Union Public Service Commission (UPSC). It took note of the UPSC’s letter dated October 10, 2025, which requested the State Government to furnish deficient information and documents related to the panel of eligible officers for the Select List 2024.
“Taking into account all the factual background of the issue and certain new facts and contentions brought to the notice of the Government, the Cabinet after deliberation, decided to recall the panel of names for Select List 2024 submitted on 26th September 2025 to UPSC,” the release stated.
The Cabinet further decided to revisit all decisions taken on the issue “so as to arrive at an informed decision regarding the eligibility criteria for induction of Non SCS into IAS, after taking into account the views of all the stakeholders.” It added that the advice of DoPT and UPSC will also be sought on the matter.
The Cabinet appealed to all concerned to cooperate with the Government and to call off the ongoing agitation and protest related to the issue.
