Nagaland CM Rio assures additional funding for State’s first medical college

NIMSR expected to have a full-fledged 550 bedded hospital by 2026-27

Chief Minister Neiphiu Rio today visited the Nagaland Institute of Medical Sciences and Research (NIMSR) at Phriebagei, Kohima and expressed satisfaction over the progress of the State’s first medical college.

He acknowledged that everyone is working hard to make it functional within the target timeframe and assured to extend the allocation of additional funding to fulfill the subsequent requirements of the NIMSR.

To this end, Rio asked NIMSR team to submit necessary budget requirement.

He further expressed his appreciation to the Japan International Cooperation Agency (JICA) for coming forward on invest in Nagaland in different areas like livelihood, environment conservation as well funding the medical college.

Japanese are helping the needy people in different parts of the world, he highlighted.

Rio, meanwhile, proposed to construct a Peace Park in Nagaland for fallen Japanese troops during 2nd World War in Kohima.

He also informed that the State government will have another one last visit to NIMSR before the institute starts functioning.

There is always a room for improvement and we can work to make our work the best, he added.

Nagaland’s Health & Family Welfare (H&FW) Minister, P Paiwang Konyak; Chief Secretary J Alam; JICA team; Commissioner & Secretary (H&FW), Y Kikheto Sema; Principal Secretary (Home) Abhijit Sinha and several other dignitaries were present during the inspection.
 
Status of Medical College
Meanwhile, H&FW Commissioner & Secretary Sema informed that NIMSR was approved by Government of India (GoI), on February 19, 2014 and it sanctioned the project for Rs 189 crore with funding pattern of 90:10 for the Union and State Government respectively.

While the GoI released its share of Rs 170.10 crore by February 18, 2019, the State has released Rs 7.53 crore till date.
The process for releasing the pending State’s share at Rs 11.375 crore is underway, Sema added.

A Knowledge Centre comprising of four lecture theatres and one central library is also being funded by World Bank at Rs 21.19 crore, he said. 

The Commissioner & Secretary further informed that Nagaland’s first medical college will starts its MBBS (Bachelor of Medicine and Bachelor of Surgery) from the academic session 2023-2024.

Proposal for 400-Bedded Teaching Hospital under JICA
As per NMC Regulations, the teaching hospital should have a capacity 430 beds by 4th Year (3rd Inspection) of starting the college which is in 2026. 

A 500-bed Teaching Hospital will be established at NIMSR Kohima campus due to instability of land and space constraints at Naga Hospital Authority Kohima (NHAK) campus, Sema said. 

Besides, a 150-bedded Mother and Child Hospital is being constructed at NIMSR Kohima campus and is nearing completion, he informed. 

Regarding the proposal to JICA for financial support to setup an Iconic 400-bedded Hospital at NIMSR Kohima campus of about Rs 800 crore, Sema said that the project design is under finalisation.

The NIMSR is expected to have a full-fledged 550 bedded hospital within the college premises from 2026-27, he said.

The Commissioner & Secretary also informed that the additional requirements for subsequent renewals as per NCM norms is projected at approximate cost of Rs. 333.25 crore.

While praying for consideration of allocation of additional funding to fulfill the subsequent requirements as per NMC Norms, Kikheto said that in view of resources constraints, the State Government has proposed to GoI to either convert the Medical College to AIIMS like Institute or as Regional Institute like NEIGRIHMS Shillong or RIMS Imphal or as a Central Institute.
