Nagaland Cong writes to VP on implementation of political solution

Dimapur, October 6 (MExN): The Nagaland Pradesh Congress Committee (NPCC) on Wednesday wrote to Vice President M Venkaiah Naidu, demanding the implementation of ‘political solution’ for Nagaland.

The Vice President is scheduled to arrive in Nagaland on October 7.

In the representation, NPCC President K Therie pointed out that the Framework Agreement with the NSCN (IM) was signed at the official residence of Prime Minister Narendra Modi on August 3, 2015, and the Agreed Position with the 7 Naga National Political Groups (NNPGs) on November 17, 2017.

The NPCC demanded finalisation of details and implementation of the solution for Nagaland stating that “the talks are over for Nagaland.” 

Therie said the PM had announced that the Naga problem has been resolved while former Nagaland Governor RN Ravi, who was also the Interlocutor to the Naga Peace talks, declared in the state Assembly that the talks were over for Nagaland.

In reference to the August 3, 2015 agreement, Therie stated that the 213 Report of the Parliamentary Standing Committee of Home Affairs clarified that the settlement will be within the Union of India and the inter-state boundaries would not be altered. It also recommended for generous economic package, he added.

The NPCC President also stated former interlocutor Ravi concluded negotiations with all the Naga factions on September 30, 2019, and held consultations with the stakeholders represented by all the 14 tribal hohos in Nagaland and All Gaon Buras Federation of Nagaland. All the political parties and prominent civil societies in the state had endorsed in principle for implementation of the agreed points, he added.

However, Therie said the Chief Minister, on August 3, 2021 made a statement in the Assembly that the government had not rejected the demands of NSCN (IM) for a separate flag, constitution and integration of Naga areas, which will be pursued post-agreement, rendering all the aforementioned proceedings meaningless.

In view of the CM’s statement, all the 60 members of the state Assembly resolved to demand to resume the talks, Therie stated, while adding “Since the last paragraph of the Framework Agreement of August 3, 2015 assured to work out details of execution plan to implement shortly, six years lapse cannot be said shortly.”

Therie further emphasized that The Chief Minister and the parties in alliance with the government had repeatedly promised in every election to pave the way if an acceptable and honourable solution is found. “And since Nagaland state stakeholders have accepted the agreed points between the Government of India and the 7 NNPGs in principle, we demand to finalise details and implement the solution,” he added.
