Nagaland directs strict enforcement of HSRP norms for vehicles
Kohima, July 10 (MExN): The Nagaland Transport Department has directed strict implementation of provisions relating to High Security Registration Plates (HSRPs) on motor vehicles in compliance with the Supreme Court's directions and an advisory issued by the Ministry of Road Transport and Highways (MoRTH).
In a notification, the department said the Supreme Court, in its December 13, 2023 order in Writ Petition (Civil) No. 13029 of 1985, M.C. Mehta vs Union of India & Others, had directed strict implementation of HSRP provisions for motor vehicles.
It said the MoRTH, through an advisory issued on January 7, 2026, reiterated compliance with the apex court's directions and clarified that HSRPs must be procured only from licence plate manufacturers or dealers approved by the state government and holding valid type approval issued by the Central Road Research Institute (CRRI), New Delhi, or any agency authorised under Rule 126 of the Central Motor Vehicles Rules, 1989.
Accordingly, all Registering Authorities and enforcement personnel in the state have been instructed to ensure strict compliance with the Supreme Court's order and the MoRTH advisory, the notification said.
The department also directed authorised HSRP dealers not to manufacture or affix HSRPs on vehicles without obtaining authorisation from the Registering Authority and making the required entries in the VAHAN database.
It warned that vehicle owners and HSRP manufacturers found violating the provisions would be liable for penalties under the relevant provisions of the Motor Vehicles Act, 1988.
