Nagaland: District Legal Services Authority observes Constitution Day

Dimapur, November 27 (MExN): The Nagaland state District Legal Services Authority (DLSA) observed Constitution Day in all the districts in collaboration with various stakeholders on November 26.

Dimapur DLSA: Dimapur DLSA in collaboration with the Dimapur Naga Students’ Union (DNSU) organises legal awareness programme at Sakus Mission College auditorium. Ajongba Imchen, CJM & Secretary, DDLSA lead the reading of the Preamble of the constitution. Welcome speech was delivered by Sedevilie Angami, President DNSU. Nagaland State Legal Services Authority theme song was presented by the Panel Lawyers of DDLSA.


Nathaniel Kevichusa, retainer lawyer spoke on the topic ‘Basic Legal Rights/provisions to bails and bonds.’ Moatila Ao, panel Lawyer spoke on the topic ‘The POCSO Act’ whereas, Yanbemo Ngullie, spoke on Cyber Crime. Ajongba Imchen gave a talk on the Constitution of India and summed up the programme. The programme was attended by 300 people representing various colleges from Dimapur and various tribal students’ unions.

Mon DLSA: Mon DLSA celebrated Constitution Day with Wangkhao Government College. The reading of the Preamble was led by Seyielenuo Mezhü, Chief Judicial Magistrate and Secretary DLSA, Mon. Koshy CP, Asst Professor & HOD of Political Science Department gave a short speech where he stated that the constitution of India is like wall that defence any discrimination against any rightful citizens of this Great nation.

Longleng DLSA: Longleng DLSA celebrated the Constitution Day at court building. P Monyei Phom, Panel Lawyer chaired the programme and the reading of the Preamble was lead by Hamnyei Angh, Project Assistant. Tucuno Vamuzo CJM & Secretary, LDLSA spoke on the significance of the day. Vito Chishi, APP spoke on the topic Natural Law of Justice. 

 

Phek DLSA: Phek DLSA in collaboration with District Administration and Khomi Public Organisation celebrated the Constitution Day by organising a legal awareness programme with the Khomi Village (Upper, Middle and Lower) at the Community Hall, Upper Khomi Village highlighting the importance of Constitution of India, Village laws and Child rights.


Mezivolu T. Therieh, NJS, District sessions judge cum Chairperson, Phek DLSA read out the preamble of the Indian constitution. Emphasizing on the importance of Article 371A of the Constitution of India, she referred to it as a Mini Constitution like a share of sovereign power exclusively given to the state of Nagaland for its protection and preservation and therefore urged the stakeholders to be responsible in safeguarding it. She said that if we fail to know the purpose of this special article, it will be disastrous and damaging. 


Zhoi Lohe, SDO (Sadar) Phek spoke on the Nagaland Village & Tribal Council Act 1987 (4th Amendment 2009) and mentioned that the Village Council has Legislative, Executive and Judicial powers and urged them to use their powers cautiously because any act done by them will impact the villagers. He said that communitization of education is to be implemented with responsibility as the future of the children are in their hands. 


Vethothi vero, PA, Phek DLSA spoke on the rights of the children while highlighting on POCSO Act 2012 stressed that it is an act to protect child victims of sexual abuse , harassment etc.. and provides for child friendly system for trial of these offence; compensation to the victim, free legal aid to the child victim , free first aid and medical treatment by the government and private hospital.


While stressing on JJ Act 2015 he stated that rehabilitation and social integration are its primary aim. Juveniles in conflict with law are dealt by the JJB and kept in the observation home and shelter home and not in jails. However, juveniles aged between 16 & 18 committing heinous crime can be tried as adult.


Juveniles who are homeless, abandoned, orphaned, abused etc are produced before CWC and sent to shelter home or children home.


During interactive session, a number of questions on the customary, land holdings, religious beliefs, money lending, village council and GBs powers and protection of women and children were raised address by Chekropa, President, Khomi Public Organisation.

Zunheboto DLSA: ZDLSA observed Constitution day at GHSS Zunheboto. The reading out of the Preamble was led by Wokono Yhoshü, Secretary ZDLSA followed by brief highlight on the significance of the day and the salient features of the constitution. Quiz competition based on the constitution of India was conducted where Kivi Zhimo of Cls-XI was adjudged the winner.

Kohima DLSA: Kohima District Legal Services Authority observed Constitution Day at District Court building Kohima. The programme was chaired by Sunjib Rana, Retainer Lawyer KDLSA followed by the Recital of Preamble of the Indian Constitution by Phuleto Yeptho (NJS) Secretary KDLSA followed by a topic presentation on “Significance of Constitution’s Day and Rights thereto” by V Ashu Theyo, Advocate, Gauhati High Court, Kohima Bench, Kohima by briefing about the Constitution of India. 


The programme was attended by the members of the Kohima Bar Association, the APPs, Prosecution Staffs, Establishment Staffs and Panel Lawyers and PLV’s of Kohima. Altogether around 40 persons attended the said programme.

 

Mokokchung DLSA: In Mokokchung, Holika Sukhalu CJM & secretary, MDLSA delivered speech on ‘Constitutional Day’ at Radio Station, Mokokchung which was broadcasted at F.M Radio station 100.9MHZ.

 

Peren DLSA: Peren DLSA celebrated the Constitution Day at St. Xavier College Jalukie. Reading of the preamble was lead by Asumbe, Retainer lawyer. Italang Ramlia panel lawyer spoke on the constitutional protection and safeguards against arbitrary arrest and detention. Asuni, Panel lawyer spoke on the constitutional provision for women in India. Keyisuipeule spoke on behalf of the students acknowledging the PDLSA for conducting the programme at St Xavier College.

 

Wokha DLSA: Wokha District Legal Services Authority (WDLSA) observed Constitution Day at GHSS, Wokha. Commemorating  the day Khrievono Seletsu, Judicial  Magistrate  First  Class/Secretary WDLSA apprised  on the Symbolic  Significance of  the  day and  by reading  out  the Preamble  of  the Indian  Constitution  in Unison with  the Members  present  during the programme. WDLSA also contributed a book on ‘The Constitution of India ‘ for the School Library and planted tree to mark the Day.
