Dimapur, January 21 (MExN): With the announcement of General Election the 14th Nagaland Legislative Assembly, the Model Code of Conduct which has come into force within the state of Nagaland with immediate effect.
Based on the instructions of the Election Commission of India regarding the enforcement of the Model Code of Conduct (MCC) and inputs received from police and in exercise of power conferred under 144 CrPC, 1973, carrying of any kind arms or ammunition by any person have been prohibited within the respective districts.
In this regard, DC and DEO Tuensang, Nokchasashi, NCS; DC & District Magistrate, Peren, Vineet Kumar, IAS; and DC & District Magistrate, Kohima, Shanavas C IAS; DC & DEO, Noklak, K Mhathung Tsanglao in separate notifications issued through the DIPR have announced the imposition of 144 CrPC within the respective districts.
According to the orders, all licensed arms unless exempted under law should be deposited at the nearest police station.
“In exercise of the powers conferred under Sections 144A of the CrCP has prohibited any person from carrying arms (firearms, machete/dao, clubs, spears, explosives, catapults or any other articles designed or adopted as weapon for offence or defence) in their possession within the District of Kohima with immediate effect,” Shanavas stated in the order.
“This order shall be applicable to all persons within Tuensang district except the Police personnel and the security forces and the officials/personnel involved in law and order duty and that the order shall come into force with immediate effect and shall be effective till the completion of the election process within Tuensang district as per the election notification,” DC Tuensang stated.
District Magistrate Peren stated that “in view of the emergent nature, the order has been issued ex-parte and is addressed to the public in general. This order shall take immediate effect and shall be effective till the declaration of result as per the press note of ECI.”
The DC Noklak also stated that all arms license holders under Noklak District have been directed to deposit their Arms license along with arms/weapons at the nearest Police Station as per the address given in the license on or before January 31.
Earlier, Dimapur Commissioner of Police, Kevithuto Sophie, IPS has issued orders prohibiting any person from carrying in their possession within the district of Dimapur, Chümoukedima and Niuland with immediate effect.
Election expenditure monitoring measure
CEO Nagaland: A meeting with political parties in regard to expenditure monitoring measure was held at the Chief Electoral Officer, Nagaland, Office chamber on January 21.
CEO V Shashank Shekhar, IAS called on the political parties to follow the procedures and guidelines of ECI. He directed them to maintain proper record and submit their daily expenditure reports to Election Expenditure Monitoring (Nodal Officer) under DEO’s on time.
The CEO apprised the representatives of political parties to adhere to the ceiling limit of Rs. 28 lakh expenditure for each candidate. The General Observers, Central and State agency will be monitoring their expenditure, therefore, he urged all the political parties to take the matter seriously.
Election Expenditure Monitoring, Nodal Officer, CEO Office, Hiazu Meru informed all the parties to submit the name list of star campaigners before the day of filing nomination.
The CEO also appealed to the political parties to step forward to curb fake news in social media and to report to their respective DEO’s or dial Toll-free no.1950 in case of any complaint.
Pughoboto: In view of the forthcoming General Election, a meeting on issue relating to Election Expenditures was held at the office of ADC & DEO Pughoboto with the Returning Officer 13th Pughoboto AC, all political parties under Pughoboto sub-division and all the Nodal Officers of Election Expenditures Monitoring committee of Pughoboto sub-division.
A DIPR report stated that SDO (C) & RO, R Daniel Angami highlighted about MCC, Role of income tax department, District Expenditure Monitoring committee, flying Squads, Candidate Expenditures limit which is 28 lakh only, pre information of any Election Rallies, defacement of poster & banners on public property, and notification of rates for Assessment of Expenditures.
SDEO & Nodal Officer of EEM cell, Dr Khatoli L Khala in her highlighted on the standard operating procedure with regard to cash limit, inspection of Accounts, public meeting/ Rallies, star campaigner and monitoring of vehicles.
Mokokchung: The second round of meeting cum training for all the Magistrate/In-Charge, Police personnel (FST/SST) Team leaders of Election Expenditure Monitoring Cell under Mokokchung District was held at DC’s Conference hall on January 20.
During the training session, Election Expenditure monitoring module for AEO, Accounting team, MCMC, Flying squad team, Static Surveillance team, Video Surveillance team and Video viewing team was shared by Dhritishree Bordolai, MGNF, Aosanen, DLMT and Lipoktoshi, DLMT respectively.
The introductory remark was delivered by DC & DEO Mokokchung, Shashank Pratapsingh, IAS and SP Mokokchung, Manoj Kumar IPS.
Zunheboto: A meeting was held at Zunheboto DC's chamber on January 21 with all the recognized and state level political parties and media persons to discuss all the legal provisions and instructions of the Election Commission related to election expenditure and its monitoring and consequences of failure to comply with them. Political party representatives and media persons from Zunheboto district attended the meeting.
Longleng: The Static Surveillance Team (SST), Flying Squad Team (FST) and Media Certification & Monitoring Committee (MCMC) under the Election Expenditure Monitoring Team was constituted under the 49 A/C Tamlu and 50 A/C Longleng and the first meeting was convened by the Deputy Commissioner & DEO, Longleng on January 21 at his conference hall.
According to a DIPR report, briefing on the roles and responsibilities of the respective teams Dharam Raj, DC & DEO, Longleng and Pritpal Kaur, SP, Longleng asserted that the primary duties of the teams was to stop malpractice and illegal use of cash, liquor, drugs, arms during election was to be observed and reported to ensure free, fair and peaceful election in the district.
They informed that during the checking if any cash exceeding Rs 50,000 is found or carrying election materials or any drugs, liquor, arms will be seized and reported. To prevent any allegations during checking and seizure of illegal items they instructed the teams to videographed the whole events of checking by the video team and submit report daily.
They informed that all election related teams are working directly under the direction of ECI and any disciplinary action shall be initiated accordingly by the ECI.
Therefore, the DC and SP Longleng appeal to the teams to maintain complete neutrality, with humbleness, cooperative and discipline while conducting frisking and checking 24X7.
They also briefed on the role of the teams during election rallies and meetings and within polling booths during the voting day and other instructions issued by the Commission.
HoDs directed to remain in station
Kiphire: In pursuance of the forthcoming Assembly Elections to the NLA 2023, all Heads of Offices in Kiphire district are directed to remain in station.
An order from the T Wati Aier, Deputy Commissioner, Kiphire stated that a daily attendance report should be signed by the respective Officers and submit to Sub-Divisional Officer (C) HQ everyday by 3:00 pm. “Non compliance to this Order will be dealt seriously as per appropriate Sections of the Representation of People's Act 1951,” he stated.
Mokokchung: DC & DEO, Mokokchung, Shashank Pratap Singh, IAS, has directed all Head of Offices and all the government employees under Mokokchung district to be in station with immediate effect.
All Head of Offices are directed to ensure their presence and also their subordinate officers and staff in their respective place of posting. Permission for station leave on official duty should be obtained from the DC & DEO, Mokokchung, with clear and specific details.
Any government employee on leave of absence on medical ground shall be recalled for appearing in person before the Medical Board. Disciplinary action shall be initiated against any errant officials as per the provision of the Law, it stated.
Tseminyu: Training for expenditure monitoring cell was conducted at DC official chamber on January 20. DC & DEO Tseminyu, Dr Zasekuolie Chusi IAS chaired the programme and welcomed all the members. EAC, Tseminyu, Tumben P Tsanglao was the resource person, stated a DIPR report.
A consultative meeting of all the political parties and representatives of intending candidates to deliberate on Model Code Of Conduct and arrangement of strong room with respect to 12th Tseminyu Assembly constituency was also held on January 20.
Banks in Mkg informed
In pursuance of the Chief Electoral Officer letter and ECI, the DC &DEO Mokokchung has informed all the bank managers/branch managers under Mokokchung District to consider a single window with dedicated staff so as to facilitate prospective candidates for opening of separate bank account on priority basis.
MCC in Mkg
DC & DEO Mokokchung, Shashank Pratap Singh IAS under his Chairmanship has constituted a committee in the district in order to ensure observation of Model Code of Conduct and smooth conduct of General Election.
The District Level Standing Committee comprises of the following members: Superintendent of Police, Mokokchung; EAC Ongpangkong; DPRO, Mokokchung; President/Secretary/Representative of all political parties; and Asst. Election Officer, Mokokchung.
The first meeting of the committee was held on January 20 in the Deputy Commissioner conference Hall which was attended by all the members.
The DC briefed the members on the MCC during the election which will come into force with immediate effect. SP Mokokchung also supplemented on the topic. The list of expenditure head wise approved note to be followed by the candidate during election was also distributed.
