KOHIMA, MAY 11 (DIPR): The Government of Nagaland has notified the Nagaland Gaon Boras (GBs) Welfare Scheme in March 2007. Terms of the scheme are as follows:
1. Entitlement to the Allowance:
Unless removed/disqualified under the disqualification provision, all the GBs appointed as per the customary practices and in conjunction will the provision of the Area and Village Council Act 1978 shall be entitled to the Welfare Allowance on the scale laid down as under.
(a) Rs. 5,000/- (Rupees five thousand) only provided he has rendered continuous voluntary service as GB for a minimum period of 5 years.
(b) Rs. 15,000/- (Rupees fifteen thousand) only provided only provided he has rendered continuous voluntary service as GB for a minimum period of 10 years.
(c) A life insurance scheme for GBs shall be introduced.
2. Determination of Qualifying years:
i) The calculation of qualifying years shall be determined on the basis of specific Government order of appointment indicating the date of original appointment.
ii) Another Certificate from the concerned Deputy Commissioner, verifying the length of service rendered by the claimant, shall be furnished.
iii) Disbursement from the Corpus Fund kept under the custody of the Commissioner, Nagaland shall be made through the Deputy Commissioner concerned who will release through the Village Council or to such authorised person(s) after due verification of the authenticity of the claimant.
3. Disqualification:
A GB shall be denied the Welfare benefit if he is removed on the ground of:
i) Committing a heinous crime.
ii) Undercharged insolvent
iii) Immorality
iv) Guilty of misconduct in discharge of his duties or of any disgraceful conduct
v) The Village Council or in village citizens’ meeting or in accordance with the customary practices, removal is recommended by at least two-third majority
vi) Holds an office of profit under any recognized Government Organisation or an employee of Government with regular salary
vii) Found unsuitable by the Appointing Authority, provided, specific instance(s) is explained and the recommendation is made to Government to that effect
4. Operation of the Corpus Fund:
i) The Red Blanket, instead of every year, shall be given once in every two years. Alternately, in lieu of Red Blanket, the fund earmarked for the Blankets shall be transferred into the “Corpus Fund” which is normally about Rs. 50 lakhs
ii) The State Government shall provide matching share (grant) for every such deposit made from the saving out of non-procurement of Red Blanket every alternate year.
iii) The Corpus Fund shall be operated from the Commissioner’s Office by opening a Joint Account of Commissioner and DDO
iv) This Fund shall be auditable by Chartered Accountant or Departmental Audit.
5. Constitution of a Board:
To supervise the operation of this Welfare Fund, a Board shall be constituted with Commissioner as Chairman and with the following members:
i) Commissioner - Chairman
ii) GB representative
(Consisting of President, GB Union with another member) - 2 members
iii) Representative from Home Department - Member
iv) Representative from Finance Department - Member
v) Senior Accounts Officer (Commissioner’s Office) - Member
vi) Deputy Commissioner (HQ) - Member Secretary
6. The qualification and fixation of the number of GBs per village shall be done as per traditional custom and practices:
i) Maximum-limit in a village shall be 25 GBs on the basis of 1 (one) GB for every 50 households irrespective of the size of each household in the village.
ii) Selection of GB shall be normally as per the customary practices prevailing in each village or community, on the basis of Khel, Clan, hereditary or on the basis of number of household as the case may be, in accordance with the respective village practices.
Provided in some exceptional cases on specific recommendation with reason from the DC concerned, Commissioner may exercise the discretion on behalf of the Government to appoint additional GBs exceeding the maximum limit by one or two.
iii) Minimum limit- 2 number of GBs in a recognized village, irrespective of the size of the village as per traditional customs and practices.
With the operation of these guidelines the existing GBs in any village more than the maximum limit shall be phased out on retirement of the GB incumbents or request the Village Council to reduce the number to the ceiling limit.
