Stating that ‘Child is the father of man’, Savi said, “to enable father of a valiant and vibrant man, the child must be groomed well in the formative years of his life. He must receive education; acquire knowledge of man and materials and lesson in such an atmosphere that on reaching age, he is found to be a man with a mission, a man who matters so far as the society is concerned.”

The Constitution of India, in a number of articles has spelled out the rights of children and it made specific provisions to ensure minimum rights to the children essential for the proper development of human personality, he informed.

To mention a few, Savi stated that Article 15(3) enables the state to make special provisions for the children. Article 23 prohibits traffic in human beings and forced labour. Article 24 forbids employment of children below the age of 14 years in factories, mines, and other hazardous occupations. Article 39(f) provides that children are to be given opportunities and facilities to develop in a healthy manner and in conditions of freedom and dignity and that childhood and youth are protected against exploitation and against moral and material abandonment.

Savi further said that child of today cannot develop to be a responsible and productive member of tomorrow’s society unless an environment which is conducive to his social and physical health is assured to him. Neglecting the children means loss to the society as a whole.

However, child labour is work that deprives children of their childhood, their potential and their dignity and it harms children mentally, physically, socially, and morally.
