GoI sanctions Rs. 1750 lakh under BADP in Nagaland

The Second Session of the Thirteenth Nagaland Legislative Assembly began on September 18. Chief Minister Neiphiu Rio and Minister incharge of DUDA today stated that the Government of India has sanctioned a total amount of Rs. 1750.00 lakh under Border Area Development Programme (BADP) in Nagaland.
Replying this to MLA C.L. John in starred question on the floor of the House, Rio furnished the list of total amount against each border district as; Mon- Rs. 932.50 lakh, Tuensang- Rs. 125.00 lakh, Kiphire- Rs. 120.00 lakh and Phek- Rs. 95.00 lakh.
He also furnished the total amount against each border block as: Phomching- Rs. 50.00 lakh, Chen- Rs. 50.00 lakh, Mon Sadar- Rs. 25 lakh, Aboi- Rs. 110.00 lakh, Angjangyang- Rs. 55.00 lakh, Tobu- Rs. 642.50 lakh, Noklak- Rs. 55.00 lakh, Panso- N/A, Thonoknyu- Rs. 70.00 lakh, Pungro- Rs. 35.00 lakh, Khongsa- Rs. 85.00 lakh, Meluri- Rs. 21.00 lakh and Waziho- Rs.74.00 lakh. Programme involved with all block in nature stands Rs. 477.50 lakh.
State govt releases additional fund to various departments
Replying to a query by MLA Toyang Chang, Rio stated that the state government has released additional funds to various departments with effect from 8 March 2018.
Additional funds issued during 2017-18 (From March 8 to 31, 2018): Higher education- Rs. 77.17 lakh and Youth Resources & Sports- Rs. 315.00 lakh. Rs. 53.75 cr released for backlog under SPA
Replying to a question by MLA BS Nganlang on amount released against SPA backlog of Rs. 386 crores, minister for planning & coordination Neiba Kronu stated that an amount of Rs. 53. 75 crore was received during 2017-18 and the same was released for the backlog under SPA on 27/07/2018.
Further, Kronu informed that no release has been made by Government of India during 2018-19.
33 approved police outpost in Nagaland
Deputy Chief Minister and minister incharge of home Y. Patton stated that there are 33 approved police outposts in the state. Replying to a question by MLA Yitachu, Patton stated that there are 31 outposts with police personnel posted, while two others are without police personnel. It included Chandmari, Kohima and New Camp, Mokokchung police outpost.
11,098 societies under Society Registration Act in Nagaland
Deputy Chief Minister and minister in charge of Home Y. Patton today stated that there are 11, 098 societies registered under society registration Act in Nagaland.
Patton replied this to MLA Chotisuh Sazo in unstarred question on the floor of the house.
Patton cited Section 23 of Societies Registration Act XII of 1860 vide (Nagaland Second Amendment) Act, 1984 as the provision exist to derecognize a malfunctioning/defaulting society.
Regarding cancelation of registration in certain cases; it cited that notwithstanding anything contained in this Act, the registrar of society may by order in writing cancel the registration of any society registered under this Act, whose activities are subversive to the objects of the society, or registration had been wrongly obtained and or granted in violation of the provision of the Act.
Provided that the Registrar of the societies shall before passing an order make such inquiry as he consider necessary; provided further that no order of cancelation of registration of the society being subversive to the objects of the society shall be passed until the society is given reasonable opportunity of showing cause against action proposed to be taken in regard to it.
An appeal against an order made under sub-section (1) may be preferred in such manner within such time and to such authority as may be prescribed and such authority shall consider and dispose of such appeals in the prescribed manner.
It stated that the decision of the appellate authority under sub-section (ii) shall be final.
In the event of cancellation of registration of any society under this section, any property left by such society after meeting of all debts and liabilities shall be dealt with according to rules of the society expediently.
Under section 3 (5) of Societies Registration (Nagaland Third Amendment) Act, 2008 (Act No. 1 of 2009 stated a society which fails to renew its registration shall be derecognized from being a society at the expiration of three months from the date of expiration of the validity period.
Minister for agriculture and cooperation G. Kaito Aye stated that 68 Thrift and Credit Societies are functioning in the state.
Nagaland State Entrepreneur Associates Thrift & Credit Cooperatives Federation Ltd was on the beneficiary list. Replying to MLA Chotisuh Sazo, Aye stated that the societies are fulfilling the statutory requirements as per Nagaland State Cooperative Societies Act 2017.
137 PHC in Nagaland, highest in Phek with 23
Altogether, 137 Primary Health Centre are recorded as existing in the state. The highest number of PHC is under Phek district with 23. Kohima and Mokokchung districts with 17 each, Mon and Tuensang- 14 each, Zunheboto 13, Wokha- 12, Dimapur – 9, Peren- 8 and five each in Longleng and Kiphire districts.
This was stated by minister for health and family welfare S. Pangyu Phom on the floor of the house while replying to MLA Y. Vikheho Swu in unstarred question. Phom stated that one doctor is entitled in PHCs.
On being asked, the minister stated that there are 25 PHCs without sanction post in the state- Kohima district- 5, Mokokchung – 4, Tuensang – 3, Phek 5, Mon- 1, Wokha- 1, Zunheboto 2, Dimapur 1, Kiphire -1 and Longleng 2.
82 typist posts created for regularization
Deputy Chief Minister and minister incharge of home Y. Patton stated that 82 posts of typist were created under home department for regularization of casual typists in the Nagaland Civil Secretariat. He replied this to MLA Muthingnyuba Sangtam in unstarred question. Patton also furnished the names of those casual typists proposed to be regularized and also a list of those casual typist from the tribes of Chang, Sangtam, Yimchunger, Phom, Konyak and Khiamniungan.
33 LDAs appointed
Minister for NPWD Tongpang Ozukum today stated that 33 posts of LDAs and 46 posts of SAs have been appointed with effect from January 1 till date. Replying this to MLA EE Pangteang, Ozukum also replied that 8 employees have been appointed under backward quota with effect from January 1 till date.
Regarding the vacancy list of SAs/LDAs under works & housing, the minister replied that there were 24 LDAs and 68 SAs vacancy with effect from January 1, 2018 till date.
