Nagaland transport department introduces BH Series registration

Dimapur, November 1 (MExN): The Department of Transport, Government of Nagaland has notified on the introduction of BH (Bharat) Series of vehicle registration series. The department in a notification issued through the DIPR on Tuesday, stated that the BH vehicle registration series can be availed voluntarily for vehicles owned by the defence personnel and employees of the state and central government and also by private sector companies and organisations that have their offices in four or more States/Union Territory.

Provided that, in case of application for registration of vehicle under BH series, opted voluntary by the vehicle owner, the following documents shall be produced: Working certificate in Form 60, in case of the applicant working in private sector; and Official Identity Car and in case of the applicant working in Government office.

“The registration mark shall be generated randomly through the portal after verification of working certificate in Form 60 or Official identity card, as the case may be, by the registering authority,” it stated. 

The registration mark for BH series vehicle generated randomly through the portal will be in black on white background and will be exhibited in the following manner:

In terms of Rule 51B of the Central Motor Vehicles Rules, 1989 the principle for motor vehicle tax will be in the following manner: In case of fully built non-transport vehicles, the motor' vehicle tax shall be calculated electronically through the portal on the basis of invoice price excluding Goods and Services -Tax (GST).

The Motor Vehicle Tax levied by the States or Union Territories at the time of registration in respect of BH series non-transport vehicle will be the following:

In case, where the vehicle bears BH series registration mark, the motor vehicle tax will be levied electronically through the portal for two years, or in multiples of two, as the case may be, in the following manner:

Note: After seven days from the due date of payment of motor vehicle tax, an additional fee of one hundred rupees per day shall be levied in case of delay in payment of road tax.

 

Provided that on and after fourteenth year from the date of first registration, the motor vehicle tax (rounded to the next integer) will be levied annually, which will be half of the tax.

In the Central Motor Vehicles Rules, 1989 in rule 54 (Assignment of new registration mark), after sub-rule (2), the following sub-rule shall be inserted as, “(3) This rule, shall not apply to a vehicle having BH-Series registration mark. Provided that the owner of the vehicle bearing BH Series registration mark shall intimate the registering authority of his place of residence in Form 33, within thirty days, electronically through the portal, in case the vehicle is being kept in the State other than where the vehicle was earlier registered.”

“In the Central Motor Vehicles Rules, 1989, after Form 59A, Form 60 for Working Certificate shall be inserted,” it added.

BS III and IV emission standards 

Meanwhile, the State Transport Department has also notified that BS III and IV emission standards shall not apply to motor vehicles used for government purposes relating to the defence of the country.

Such vehicles may get registered as under: Ownership type: Central/State Government Police, Law Enforcement and Central Government Organization; Vehicle type: Additional type to be created i.e. armoured vehicle and Other Specialized Vehicles.

Armoured Vehicle

On receipt of application along with the letter of an officer, not below the rank of DIG of the applicant organization, specifying the vehicle type, use of vehicle, type approval certificate, the. RTO/DTO concerned shall enter the details of the vehicle on the portal under the above mentioned ownership type and vehicle type. NIC shall provide the facility in VAHAN portal to select the emission type manually - BS III or BS IV - for such vehicles.

Other specialized vehicles

 

“Officer not below the rank of DIG or equivalent shall also send a copy of request of registration of such vehicles to the Provisioning Cell, MHA and Joint Secretary, MVL, Ministry of Road Transport & Highways,” it stated.

Payment of road tax

Transport Department has notified that the Ministry of Road Transport and Highways (MVL Section) has provided facility in PARIVAHAN portal through NIC to allow payment of road tax in bulk for facilitation of fleet owners. 

“Henceforth, fleet owners in the State are allowed payment of road tax of multiple vehicles as has been provided in the portal by the NIC,” it stated.
