Workmanship of contractors is often put under scrutiny in Nagaland, given the existing state of affairs in the State. However the contractors have a different take on the issue.
The problem of subletting is a contributing factor, bringing not only blame to the concerned individual but the union as a whole, said Hotheshe Sumi, Dimapur unit president of Nagaland Contractor’ and Suppliers’ Union. Subletting contract work, without proper monitoring, to too many entities often leads to workmanship problem, he added.
Hotheshe was speaking at an interactive meeting of the newly appointed office bearers and members of the NCSU Dimapur District here at its union office in PWD Dimapur. Presiding over the meeting, he urged for members to uphold the dignity of the office and also to do quality work for the public.
It was informed that there are over 600 registered contractors in Dimapur district.
An advisor to the union, K Medom said NSCU, which started in the 80s, is one of the biggest NGOs in Nagaland and therefore must serve the public accordingly.
Stressing on quality of work matters, as being a contractor is a life-long process, he said, “Don’t try to get blacklisted.
This is our profession and therefore display quality works.” He also urged the members not to indulge in undue differences through ‘isms.’
Similarly, the union action committee convener highlighted the need to control subletting. Citing instance, he said many contract works in the Dimapur municipal are being given to “outsiders.”
Also discussing the issue of an individual contractor handling many projects at a time, the meeting reached a general consensus that if at a given time, a contractor is handling more than 3 projects together, workmanship would suffer. Meanwhile, some resolutions adopted at the first meeting of the newly appointed office bearers of the unit for tenure 2017-22 on August 23 were also released to the media at Saturday’s meeting.
Apart from resolving to abide by rules and constitution framed by the head office Kohima and Dimapur office for the welfare of the people, it decided to stand firm to uphold Government of Nagaland standing order for following open tender system on any contract.
Only valid NCSU card holder is allowed to participate in the open tender, it added.
The Union also decided that its action committee shall coordinate and supervise the concerned department dealing with any contract or supply work and ensure that the standing order is implemented.
The action committee is empowered to undertake check and evaluation of various departments under Dimapur district to ensure that quality of workmanship is maintained and the department authority properly supervise the work.
It further cautioned contractors not to misuse their writing pad or letterhead. If any cases of misuse either by the concerned contactor or by other person are detected, necessary action will be taken, it added.
The NCSU Dimapur unit also informed all fair price shop dealers under Dimapur district to get compulsory registration in the union.
