Efforts to create separate court buildings in all remaining districts
Zunheboto, March 26 (MExN): Justice Songkhupchung Serto inaugurated the new District Court Complex at Zunheboto district in the presence of Judge Gauhati high court, Justice Kakheto Sema and Commissioner and Secretary, Justice and Law, Abhijit Sinha, IAS on March 26.
A press release received here stated that Justice Songkhupchung Serto, Judge Gauhati High Court and portfolio judge of Zunheboto District while addressing the inaugural said that changes takes place as human history goes on and “we progress as the society changes.”
“Laws keep on changing as per the needs of the society therefore laws which were relevant yesterday may no more be relevant today any longer, so one has to accept changes and that's why we have parliament and legislatures to make laws with the need of our society,” he added.
He asserted that Naga law students are no less than anyone in the country and can be equipped with more institutions like this. The judge added that where there is no justice there will be no peace and tranquility. “When two people fights, the value might be small but the cause will be very expensive and therefore, every dispute is important and must be resolved,” he maintained.
The Judge stated that today they are inventing and reinventing laws through Lok Adalat and recently they resolved dispute of almost 4 crore. He said that they also resolve issues through mediation and Doabashis are the best people to play the role of mediator. “Any disputes earlier were sent for mediation because when they are resolved in mediation it is a win-win situation for both the parties,” he added.
All Nagaland Bar Association President, Akito Zhimomi in his speech said that in the past few years under the leadership of Chief Minister the long battle of the separation of Judiciary from the Executive came into fruition and after the separation, steps have been taken and many judiciary infrastructure have been set up and many are in the process.
He added that as the member of the bar they are very much concerned about having Nagaland's own separate court and that they must impress upon their leadership. “Are Nagas not capable for taking decisions for themselves?” he questioned while calling upon everyone to put their efforts together.
Justice Kakheto Sema, Judge Gauhati High court recalled how about 18-20 years back he came to Zunheboto to conduct a case and was very discouraged to see the deplorable conditions of the ADC Judicial Court. “The place was supposed to be the temple of justice and was discouraged to see it in shabby conditions and is glad that after such a long gap he now returns to see such a well built court for the District,” he shared with the gathering.
He also pointed out that the Chief Judicial Magistrate for Zunheboto District court is missing and therefore, requested the Commissioner and Secretary to address the need of the urging post.
Abhijit Sinha IAS, Commissioner and Secretary Department of Law and Justice, Nagaland said that the construction of the building got initiated in the year 2012. He informed that in Nagaland seven districts had a separate district building for the courts and with the inaugural in Zunheboto, it makes the eight districts. He informed that they are making active efforts to complete the ongoing building at Mokokchung and also to lay the foundation stone at Mon before the monsoon. He added that they are making full efforts to create separate court buildings in all the remaining districts.
Earlier, the inaugural programme was chaired by Civil Judge (Jr) Division/JMFC Zunheboto, Wokono Yhoshii, NJS, witnessed welcome address by District and Session Judge, Zunheboto, Ajongba Imchen and Secretary (Judicial), Justice and Law, Nino Iralu, NJS delivered the vote of thanks.
