Kohima, May 30 (MExN): The Department of Transport launched the Nirbhaya VLTS Command & Control Centre at Nirbhaya VLTS Command Centre, Transport Commissionerate, Kohima on May 28.
Addressing the programme, Commissioner & Secretary Transport, Dr Zasekuolie Chusi, IAS, mentioned that the launching of Nirhbaya VLTS (Vehicle Location Tracking System) is a great achievement for the state in a step to provide safety to women, children and old-age and other passengers.
Chusi said that this system will allow drivers of passenger vehicle to be more cautious and that is going to fabricate more security and safety for passengers and urged the Department, stakeholders and the public to act collectively and to utilise the device to our full advantage. He also expressed his gratitude and appreciation to the leadership of the Transport Commissioner and his team involved in achieving the milestone, stated a DIPR report.
Overview of Nirbhaya VLTS Project
Transport Commissioner, Elias T Lotha gave a brief overview of the Nirbhaya VLTS Project which was initiated by the Ministry of Road Transport and Highways (MORTH). He said that the ministry initiated the scheme as development, customisation, deployment and management of state-wise tracking platform for Safety and enforcement as per AIS 140 specification.
Elias also notified that the Vehicle Location Tracking Device (VLTD) will be installed on all public transport registered before or after January 1, 2019 and These vehicles will be fitted with a VLT device with a unique id and a panic button and these details will be integrated with the Vahan database and that the Vehicle Location Tracking will be monitored in a Command-and-Control Centre manned by personnel 24x7 and that the Centre serves as an interface, linking the vehicles, the police control room and related enforcement and emergency units into a real-time data-sharing network.
He also mention that during an emergency, the travellers can press the panic button that will send a distress message to this Command-and-Control Centre and Acting upon it, the Centre will alert Police and other concerned stakeholders to attend to the situation.
Furthermore, he said the objective is to ensure safety of women and girl child. It also will cover safety for Women, Children and vulnerable individuals who often face safety challenges while commuting, especially during late hours or in unfamiliar areas
He also mention that the project aims in increasing safety and security for women, children and vulnerable individuals during transportation, Timely response and assistance in case of emergencies or distress situation, Deterrence of potential perpetrators due to the visible presence of tracking system, improved trust and confidence among commuters leading to increased usage of public transport and that the project seeks to make public transport safer and instill confidence among commuters and with the collaboration between transport authorities, enforcement agencies and Quick Response Teams will ensure the successful implementation and sustainability of the project.
Key Features
The key features of the hardware unit to be installed will have: Vehicle information: Vehicle ID, Date, time, heading, and speed; Real-time reports by time or distance intervals; Mileage accumulator; High sensitivity GPS Chip; GSM/GPRS/SMS Quad band; Programmable Geo-Fence; Mobile data Terminal Support; Voice communication; The CCC will monitor real time information on vehicle status based on location, speed and time; The CCC can initiate Two way voice & data communication capabilities the CCC can Provides critical alerts such as over speeding, unauthorized stoppages and emergency; The CCC can Generate reports on criteria such as vehicle stoppage, vehicle speeding, distance travelled or trip summary; The CCC can block engine, cut fuel line etc. through SMS/GPRS.
