NSCN (IM) makes rules against illegal tax

•    All forms of double taxation from the same items/goods amounting to double tax on general public are forbidden 
•    Ban of all monopoly through Syndicate system by the National workers and general public 
•    Ban on collection of tax in the form of donations by the Civil Societies and National Workers

 

Dimapur, June 14 (MExN): The NSCN (IM) today has rolled out a set of ‘Rules and Guidelines For Protection of The General Public Against Illegal Tax, 2013’ following a sustained campaign by the Action Committee Against Unabated Taxation (ACAUT). 

While making clear that every Naga and others residing in Nagalim shall be liable to “pay tax to the Nation for the national cause”, the rules state that “all forms of double taxation from the same item/goods amounting to double tax on the general public are forbidden”. 

This comes in the wake of members Dimapur civil society forming the ACAUT under the aegis of the Naga Council Dimapur met with top leaders of the group at Camp Hebron on June 8 speaking against multiple taxation and the issue of dealership/syndicate in the market. 

Of the 17 points in the Rules, one of them bans “all monopoly through Syndicate system by the National workers and general public”. 

Seeking to ease taxes for first-time entrepreneurs, the Rules laid out through a Chaplee directive exempt “annual taxes for the newly established local shop/enterprises for the first one year”. It also exempts tax on Naga entrepreneurs setting up factory unit within Nagalim for the first three years. 

In order to check “illegal tax” as well as make the market friendly for small traders, the Rules put a ban on collection of “illegal tax” from all local goods and products including agro products, indigenous stock as well as from local vegetable vendors, butcher house, weekly bazaar etc.  Asking all ministries and other sectors to cooperate in the implementation of these Rules and Guidelines, the Chaplee directive seeks also to put a check on collection of tax in the form of donations by the civil societies and national workers.
