Court’s hearing on party whip issue been postponed to October 12

The Naga People’s Front (NPF) secretary general and Member of Parliament (Rajya Sabha) KG Kenye today said that the court hearing on party whip issue scheduled for today has been postponed to October 12.
Addressing press conference here at NPF Central Office here, Kenye said that a whip is never elected by a group of legislators.
“This whip, the original idea is to impose the party principles and act according to the principles and programmes of the original party to which parliamentarians belong,” he said, adding that to make sure that elected members of that party does not go out of way from the principle of this party, a whip is appoint by the party and not elected by the legislators.
That is the conventional practice in any democracy universally, he said, adding that so even in this country when this whip issue came up at very high forum, also many legal luminaries have given a clear version that a whip is not an elected post by the legislators/ by the parliamentarians but a whip is an appointed post and the appointment is made by the party.
In the given instance here, he said, the expelled members met and have elected the legislature leader himself as the chief whip of the rebel camp, which he said is not found according to the parliamentary proceedings and practices.
On the attendance at the general convention of NPF in Dimapur, Kenye said let it be 1 lakh or 2 lakh, adding “but that what matter is not the number of attendance.”
How many of these 32,871 members signed attendance record will be having their names as active members in the register that is submitted to the ECI and or the master register we have here? Kenye posed.
“It makes no sense,” he said adding that just single majority or a large number does not make something right. “There are other grounds where we will have to see what is valid and what is invalid.”
Kenye said the rebels may be resorting to all sort of meetings be it CEC or convention but all those who are rebelling against, the central party have been a party to the election of Dr. Shürhozelie Liezietsu and in the general convention of 2014 as well as 2015 they have appended their signatures to elect him for the entire 10 year of 2015 to 2020.
“So when they have already consented to his election and has been a party to it by way of appending their signatures at the start of the tenure and even after that in so many other official meeting of the party where their names appear they cannot back track for this whole tenure,” he said adding that they may fight not to re-elect any functionary to any post at the terminal year after the completion of that tenure but half way through a tenure they cannot back track like this.
He also added that if there is a dispute and the Commission has register it as a dispute case, they (ECI) will issue a notification to both or all the warring groups that no one is allow to use the party symbol cock, the flag or the party letter head henceforth until the case is dispose. That order will come. But until such a notification is issue by ECI we are the duly elected legitimate office bearers of this party and no nobody can change the authority of the central,” he said.
NPF central working president Huskha Yepthomi said they had a legislature meeting on July 29 at Banquet Hall and there they had elected Neiphiu Rio as interim president. “But on July 21 evening, 20 MLAs are expelled from the party. Another 2 were expelled after few days. Neiphiu Rio also suspended before July 29,” he said.
“If a man is suspended from the church whether he can become a deacon or a pastor?” he asked adding that a suspended NPF/suspended member have become president it will be a laughing stock in the office of the ECI.
Yepthomi said they have no moral right to talk NPF unless their expulsion and suspension are revoked by the party, adding that their suspension and expulsion can be revoked only by the political party.

KOHIMA, September 21 (NEPS): NPF Secretary General KG Kenye did not rule out the ongoing activities carried out by MP Neiphiu Rio and Chief Minister TR Zeliang by organizing NPF General Convention on 20 September at Dimapur and earlier CEC meeting were to freeze the party’s “Cock” symbol. He was replying this during a press conference held here at NPF Central Office Conference Hall on Thursday.
He, however, said it would be a colossal loss for the people of Nagaland if the historic “Cock” symbol of NPF was frozen due to their sinister designs. Because this regional party since its inception has been working with one and only agenda to work and assist in any possible manner on any approach for a peaceful solution of the “Indo-Naga political issue.” “No any other political party had such an agenda in their political party constitutions like the regional party, NPF,” he stated.
Kenye, who is also Rajya Sabha MP, termed as “unconstitutional and invalid” the activities carried out by Rio and Zeliang who were already suspended and expelled respectively by the party.
The Rajya Sabha MP also informed how Naga peace process was pushed for an early solution when Speakers Kiyanilie Peseyie and Chotisuh Sazo under the banners Joint Legislators’ Forum (JLF) and Nagaland Legislators’ Forum (NLF) respectively led their respective legislators’ teams meeting Central leaders. All these were the initiatives of NPF party, he added.
