Officials brainstorm to improve State admin

KOHIMA, MAY 14 (DIPR): Chairman, District Administration Reorganizing Committee, Retd IAS Officer R. Kevichüsa today convened a meeting with the members of the Kohima District Planning and Development Board at DC’s Conference Hall, Kohima. Member of the Committee, Retd. Commissioner  & Secretary, T. Longkumer also attended the meeting.

Giving the introductory speech, Deputy Commissioner, Kohima, R. Ramakrishnam IAS said that the meeting has been convened to interact with the officers, to discuss matters relating to the administration and to bring about better changes in the district by participating in the development of the state.

Chairman, DARC, Kevichusa said that the District Administration Reorganising Commission has been set up by the Government of Nagaland to submit recommendations to the Government to have effective district administration in the state. He said that the state has 104 administrative units comprising of 11 Deputy Commissioners, 16 Additional DCs 21 SDO (C), 51 Extra Assistant Commissioners and 6 Border Magistrates. Further there are proposals for creation of 16 new EAC Hqs and 17 upgradations to SDO (C) and ADC Hqs respectively. The Chairman said that the state of Nagaland has a lot of administrative officers while the efficiency has not improved.

During the course of interaction, DC, Kohima R. Ramakrishnam voiced out some grievances faced by the district administration at Kohima. The DC said that the administrative officers in the state capital have to perform a lot of protocol duties which leaves little time for devoting their services for developmental activities. He also stressed on the shortage of officers in the EAC level at the Kohima district headquarter. Since the DC’s Office come across a lot of revenue related and encroachment problems, the DC felt the need of at least one more ADC and one more SDO (C) rank officer in the headquarter office.

The DC further said that the EACs in the outpost are not delegated the power to issue certificates like Indigenous/ST certificates which poses problems as the public end up traveling to the DC’s office just for obtaining a signature. He urged upon the Commission to take up the matter which will solve a lot of problems. The DC also stressed on involving administrative officers to oversee developmental activities, vehicles for EACs and providing adequate facilities for outpost administrative officers. 

For effective functioning of the administrative offices, ADC, Kohima, Kohima, Zeneituo Yano suggested that transfer and posting of the officers should be streamlined since there are officers who are always posted in the interior outposts while there are some who are always posted in the headquarter officers. He also said that some funds should be at the direction of the outpost officers and petrol reimbursement and TA should be looked into regularly.
