OJVC, JPN to preserve rich natural resources

Kohima, May 24 (MExN): Raising concerns over the need to preserve and conserve the rich natural resources within its ancestral lands, the Old Jalukie Village Council and Jalukie Pumling Nko have formulated rules and regulations for equal adherence under the following demarcated boundaries.

East: Tema (Dhansiri/Assam), - Nkwakreu (Mhai)- Simreutu- Kenpamekijang (Peletkie), South: Mbinreu- Reketbamjang- Ntaureu, West: Mpeuki- Tepa- Rebanen-go- Buizaireu (Peren)- Techau- Mungleu ( Beisumpui) and North: Tema (Dhansiri/Assam).

According to the regulations, hunting of wild animals and birds except on relaxation period as decided by the village council or the JPN shall be strictly prohibited. Defaulter shall be imposed a fine or be reported to the higher authority (Government) or penalized with both the penalties. Exploitation of naturally occurring vegetables, medicinal plants of different species, herb, root, bark etc. shall be strictly banned for commercial purposes and also extraction of such resources on special occasion without the permission from the village council shall be penalized with fine.

Fishing with chemicals substances, mechanical or electrical appliances shall be strictly prohibited throughout the year. However, indigenous fishing method during the relaxation period may be exempted having permission from the village council. Customary and traditionally all land that is not cultivated belong to the village community, like wise all rivers big or small, stony places etc. belong to the mass. Claim of such land by individual or group and extraction of such community wealth without proper consent of the village council shall be dealt with as deemed fit action.

The rules and regulations also stated that unauthorized selling and buying of land without the knowledge of the village council and Jalukie Pumling Nko shall be at the own risk between the seller and buyer. The village council or the JPN shall not entertain nor held responsible for any claim for refund compensation or misunderstanding that may arise be it original inhabitant of Jalukie or member of satellite villages. Operation of log within the perimeter of Jalukie land is strictly banned, violator shall be heavily fine, it said.

Cutting of firewood for commercial purpose is strictly prohibited however for domestic purposes from private land may be permissible after obtaining permission from the village council. Extraction of charcoal without proper permit from the village council shall be strictly prohibited. Extraction of resistible wood from weather and termites for the purpose of making post, joint post, fencing etc. on commercial scale shall be strictly banned. Extraction of bamboo without the permit obtained from the village council shall be finalized with a fine.

It also stated that the origin source of Keleireu River situated at Old Jalukie eastward is declared as “Water Resource Reserve Area” thus exploitation of natural vegetation within the area shall dealt with heavy penalty. No individual, group or village council other Old Jalukie Village council shall negotiate or enter into agreement with any reputed agency/ company for exploration/ extraction of mineral resources within Jalukie jurisdiction without the fulfillment of laid down criteria set by the Old Jalukie village council and the Jalukie Pumling Nko.

Further, the regulations also stated that no individual, group or village council other than Old Jalukie village council and the Jalukie Pumling Nko shall have the authority for creation of new village, colony, ward etc, adding “Such unauthorized action shall be consider as illegal and direct challenge to the land ownership right which shall never be tolerated.”
