One Village – One Cooperative Society

In pursuance to the recommendations of the Study Committee on NCDC sponsored schemes and approval thereof by the state cabinet (notified by state Govt.’s OM. No COP-2/348/2000(V) dated 4-11-2000), a village may have one Multi-Purpose Cooperative Society (MPCS), which would be a model cooperative society for others to emulate. This was stated in an annual administrative report 2016-17 of cooperation department tabled in the just concluded assembly session here.  

This proposal of One Village- One Cooperative Society would be further strengthened due to the recent government policy directive on cancellation of non-functioning and defunct cooperatives and the constitution of a High Powered Committee headed by additional chief secretary to the Government of Nagaland.  

The report also stated that consequent to the state cabinet decision (Vide O.M. No. CAB-2/ 2008 dated 8th September. 2010), the department has undertaken stringent steps to identify and cancel non- functioning/defunct cooperative societies, which did not commence working or cease to work or has ceased to comply materially with any condition as per the Cooperatives Acts, Rules or Bye-laws.  

Accordingly, the Registrar of Cooperative Societies Nagaland has identified and notified 342 .Nos. for cancellation of registration and since till date no objection has been raised from any corner against the notification, the same has been put under process of cancellation of registration, the report added.  

It is pertinent to mention that the 15th session of the 12th Nagaland Legislative Assembly session had passed Nagaland Cooperative Societies Bill 2017.  

Nagaland Cooperative Societies Bill 2017 is to consolidate and amend the law relating to cooperative societies within the territorial limit of the state of Nagaland, to facilitate the voluntary formation and democratic functioning of cooperative societies as people’s institution based on Self- Help, Mutual Aid and Sound Business principles and, to enable its members to promote their economic needs so as to bring about higher standard of living for social betterment.  

The bill is also to repeal the Assam Co-operative Societies Act, 1949, which has been operative in the state from its inception till date.
