One year of Dimapur Police Commissionerate

• Demarcation of Dimapur district into two police zones

DIMAPUR, APRIL 14 (MExN): The Dimapur Police Commissionerate completes a year on April 15. On this date in 2015, the erstwhile office of the Superintendent of Police was taken over by the Police Commissionerate with the Commissioner of Police as the head of the district police.  

It was regarded as a move to streamline and strengthen policing in a district which has the highest crime incidence rate in the state in addition to frequent road related mishaps and disobedience.

  It saw the demarcation of the district into two police zones and enhancement of manpower to 1498 personnel. It resulted in creation of 7 police outposts. A Traffic Cell was also opened at Chumukedima to lessen the load of the City Traffic Control Room, now known as Traffic Control (Zone I).  

On account of the one-year milestone, an overview of the changes affected and the performance of the Commissionerate was handed out to the media today by the ADCP/PRO, Dimapur Police.    

Traffic  

“The condition of the vehicular traffic in Dimapur has drastically been streamlined and the parking organized,” stated the PRO, while adding “improvements in various avenues are still required and necessary steps are being initiated.”  

The first major task was streamlining traffic management, which resulted in dividing the district into two traffic zones. The increased manpower allowed for more personnel to be deployed. Enforcement was carried out in tandem with sensitisation campaign through people-to-people contact, social media and media advertisements. A key feature of the traffic enforcement drive is the use of breath analyzers.    

Crime  

The demarcation of separate zones has “resulted in closer supervision of the police stations and thereby the crime management.” It was informed that a total of 1003 cases were registered in the year 2015 in the district, while 1018 persons arrested. The numbers of cases registered was stated to be the highest in any calendar year so far. The registered cases included 142 NLTP offences. In terms of seizures, 117 arms of different calibres, 904 rounds of ammunition, 16483 kg of ganja, 1 kg of heroin, 92979 tablets of banned drugs, 54520 bottles of illicit IMFL during 2015.  

A total of 34 stolen vehicles were recovered with the Anti Vehicle Theft Squad recovering 14 four-wheelers and 15 two-wheelers during January 2016 to March 2016.    

PUBLIC INTERFACE  

“The Dimapur police Commissionerate have from the start aimed at getting closer to citizens and in these efforts introduced various interfaces.” Keeping in touch with citizens through social media and making acquaintances with stakeholders have been a crucial part of policing in Dimapur. The Dimapur police also launched its own website, while a ‘Single Window Help Counter’ was opened at the office of the Commissioner of Police.  

Closed User Group mobile connection was introduced among the various branches of the Commissionerate, which are published regularly for the information of citizens. Dedicated crime Help Line numbers are also in service.  

Besides installing CCTV in important intersections and check-gates, the Dimapur police have worked with business organisations for CCTV coverage of market places and business establishments.    

Others  

The Commissionerate has begun registration and issuing of licences with Arms licensing due to be taken over.  

“The one year of the police Commissionerate has also seen its highs and lows. Certain sensational and serious incidents have taken place. While some cases have been successfully solved, some continue to drag on. However, Dimapur police is working vigorously and is confident that justice will be done.”  

It was further informed that investigation into the Ritika Mehta murder case is drawing to a conclusion with the PRO stating that investigators are in the process of filing charge-sheet. Investigation into the Charlie Hansing shooting was also stated to be ongoing.
