Dimapur, September 6 (MExN): Chief Minister of Nagaland, Neiphiu Rio today maintained that “the overall security situation in the North East has shown a significant improvement in recent years” with the decline in violent incidents and casualties of security forces as well as civilians in the hands of non-state actors. 


Addressing the valedictory function of the 26th Conference of DGsP/IGsP and Heads of CPOs of North East region at Rhododendron Hall, Nagaland Police Complex, Chümoukedima, Nagaland on September 26, he said that the decline in violence is “due to the combined effort of security forces and government's policies over the years”
Some of the States are now completely free from violence and in others, activities from non state actors have remained largely contained, he stated, according to a DIPR report. 

 

Naga political solution will bring stability to entire NE
Referring to Nagaland, Rio said that most of the Naga National Groups are in ceasefire with relative cessation of hostilities except for some stray incidents time to time, it said. 


 He was optimistic of the ongoing Indo Naga political dialogue to reach a logical conclusion soon, by way of democratic political settlement that is honourable and acceptable to the people, it added. 


According to the report, Rio, during his address, further observed that a political solution to the Naga political imbroglio would definitely bring stability to the entire region.


This would change the dynamics of security and programme of the region, he maintained, adding “Naga movement is being considered as the mother of all insurgencies in the entire region.” 


He expressed hope that solution is worked out at the earliest so that the region ushers in a new era of genuine peace, all round programme, inclusive development and economic growth, the report added. 

 

New strategies needed for unseen ‘enemies’
Taking the advantage of the highest level meet for Police force in the region, Rio also highlighted some areas of concern and challenges collectively faced in the present changing environment, the report informed  
Among others, he cited terrorism, cyber crime, and financial fraud and organised crime using modern technology as some challenges faced by police and security Agencies. 


Such situations create unseen enemies, he noted, necessitating for new strategies to tackle the new challenges. 
Terming the scenario as  4th generation warfare, Rio emphasised on the need to relook at the mode of training and curriculum so that the police forces and officers work in tune with the constantly changing dynamics and new global realities.


In addition, he also highlighted about the “trust deficits” of the police force in the eyes of the common man due to issues of corruption, harassment and long tedious procedures.


 “Here is where we need to introspect and undertake measures to correct the system in the greater interest of the nation and win the trust of the citizens,” Rio maintained, batting for “atmosphere of security and stability which should be powered by teamwork, mutual respect and cohesion within us.


Collectively the region can play a better contributing role in the emergence of India as a global power in all aspects, he added. 


Earlier, Additional Director, Intelligence Bureau and DGP Nagaland  also spoke during the occassion.
