Pen-down strike looms as 7th ROP demand grows

Nagaland lacked behind in every central pay revision, says ANSTA

DIMAPUR, MARCH 18 (MExN): The demand for implementation of the 7th ROP for Nagaland State employees continues to grow, with the threat of a pen down strike appearing imminent.  

The Nagaland Finance & Accounts Service Association (NF&ASA) today informed that the office bearers of all frontal service Associations had a discussion with CM along with his Cabinet Ministers. A Cabinet sub-committee has been constituted for 7th ROP for next round of talks.  

Till further direction pen down strike will be imposed to all the members posted to treasuries & sub-treasuries as well as to all departments, informed the NF&ASA.  

Meanwhile reminding that the Nagaland Government has lagged behind by two or more years in every pay revision implemented by the Centre, the All Nagaland School Teachers Association (ANSTA) on Saturday urged the state government to review its decision for implementation of the 7th ROP and make it effective from March 1, 2017 as demanded by CANSSEA.  

A press statement from ANSTA president Ponchulo Wanth and treasurer Temjenyapang while extending its support said the demand of CANSSEA for implementation of the 7th ROP from March 1, 2017 is “genuine and reasonable.”  

Placing on record, the ANSTA recalled that Nagaland Government implemented the 5th ROP in 1998 when it was centrally implemented in 1996, while the 6th ROP could be implemented only in 2008 against the central implementation in 2006.  

Now, the central government employees have been granted the 7th ROP as per the recommendation of the 7th Pay Commission since August 2016 which Nagaland was yet to implement, ANSTA said.  

It pointed out that due to pay revision of central employees; inflation has flared up since August last year in the whole country as a consequence of which the North Eastern states especially Nagaland has been severely affected as it import essential commodities more.  

The Association believed that CANSSEA could have fought for implementation of 7th ROP in toto with the central pay revision. However, in view of the difficult financial position of State Government, it might have softened its stand and demanded it be effective only from March 1, 2017 onwards, it said.  

The Association also reminded of the point-4 of the June 29, 2010 MOU signed between the state government and CANSSEA with regard to the effective date for implementation of the 7th ROP, wherein it was agreed unanimously that “in due time views of CANSSEA will be taken into consideration in this regard.”  

It stated that many prominent members of the then Cabinet Sub-Committee are living witnesses of the said MOU signed as many of them are still in the present ministry including the incumbent Chief Minister, Dr. Shurhozelie who was then the Urban Development Minister and a member of Cabinet Sub-Committee.  

Meanwhile, the Association has urged CANSSEA “not to move even an inch” from their present demand since the issue is legitimate. 

It also urged CANSSEA for wider consultation with all its federating units to have an effective and fruitful agitation.  

The CANSSEA Peren unit and the Nagaland Secretariat (Civil) Stenographers’ Service Association (NSSA) also extended support to the demand for implementation of 7th ROP from March 1, 2017 and said it will participate in the proposed agitation.
