Preparations for Lok Sabha elections accelerate in Nagaland

Dimapur, April 9 (MExN): In view of the 18th Lok Sabha Election for 1-Nagaland Parliamentary Constituency, the Absentee Voter Service Centers (AVSC), facilitated by Absentee Voter Ballot Delivery (AVBD), commenced at the DB Court located within the premises of the Deputy Commissioner’s office, Dimapur on April 9. 

A DIPR report stated that Postal Ballot Voting (home voting) for absentee voters (AVSC & AVPD) commenced at Dimapur district on April 9 followed by a second visit on April 10 to cover uncovered electors if any in the district. A total of 9 teams from Dimapur 1, 2 and 3 went door to door reaching out to absentee voters (senior citizens and persons with disabilities).

Dimapur conducted its first webcasting training on April 9 with 20% observed at 15 polling stations and plans to hold a second mock drill on April 12 with 50% participation of polling stations. The observation was carried out by master trainers, Imnajungshi and Imnatoshi, along with Nodal Officer (webcasting) Kamal Chetri. 

The polling personnel in Dimapur have been informed about the establishment of EVM/VVPAT Facilitation Centre at the DB Court within the DC’s office premises. The Centre will be operational from April 9 to 17.

Polling officials have been encouraged to visit the Centre during this period to address any doubts or queries they may have regarding polling day procedures, forms, and other related matters. Hands-on training will be provided by designated DLMTs/ALMTs who will be in charge on a roster basis.

The schedule for the training sessions at the centre is as follows: April 9-Dr Yelhi Vero & Nunsangtola Walling; April 10-T Zanthungo Ngullie & Lhipe Naro; April 12-Zasekhoyi & I Asangla Aier; April 15-Dr Imkongnungsang & Lima Wapang Ao; April 16-Mordecrai Chase, Mongyung Phom & Ngutoli Y Chase Swu; April 17-T Zangthungo Ngullie & Lhipe Naro. 

Informing about the training and the facilitation centre, DC & DEO Dimapur, Dr Tinojongshi Chang, NCS urged the polling personnel to take advantage of this opportunity to enhance their understanding and proficiency in handling EVMs and VVPAT machines. 

Randomisation of polling personnel for Phek.

Phek: The SDO (C) & Nodal Officer for Transportation Phek, Tsenthungo E Ngullie, NCS has informed all the owners and drivers of vehicles under requisition for Phek district to report on April 16 at Local ground, Phek town from 9:30 am till 5:00 pm. Failure to comply with this order shall be liable for action under Representation of People Act 1951, stated the order. 

The ADC & ARO Phek, Ruopfukuotuo Noudi, NCS has notified that the 2nd phase of training for all categories of polling personnel will be held on April 10 and 11 at Government Higher Secondary School, Phek Town.

The 1st batch training for Presiding Officers and 1st Polling Officers (Sl No: 01-130) will be held on April 10 from 9:30 am to 12:30 pm while the 2nd Polling Officers and 3rd Polling Officers will be held from 1:30 pm to 3:30 pm. On April 11, the 2nd batch comprising of Presiding Officers and 1st Polling Officers (S1 No. 131 & above) will be held from 9:30 am to 12:30 pm while the 2nd Polling Officers and 3rd Polling Officers will be held from 1:30 pm to 3:30 pm.

The Commissioning of EVMs/VVPATSs for Candidate setting in Control Units, Ballot Units and VVPATs for Phek District was conducted on April 8 at DC & DEO Office, Phek Headquarter. The Strong rooms for EVMs/VVPATs were formally opened at 10:00 am accordingly, stated a DIPR report. The master trainers for the commissioning of EVMs/VVPATs were Ronald Difoe, Shothilu Dozo, Temjenmeren, Nivi Achumi, Shekhi Chizo, Chivosheyi, Shikato, Zavekhoyi P Vadeo, Thsutho Kajiri, Diwatho Katiry and Erilo Mero.

Kohima: Deputy Commissioner Kohima, Kumar Ramnikant has informed all the arms and ammunition dealers including Air Rifles under Kohima district to discontinue selling of Arms and Ammunition and closure of shops w.e.f. April 9. The order is being issued in view of the forthcoming General Election to the 18th Lok Sabha, 2024. The order further informed the Superintendent of Police, Kohima to ensure that physical verification of all Arms and Ammunition stock ledgers are carried out and closure in time.

In another update, the DC Kohima stated that the government departments under Kohima district have been served with a requisition order for government vehicles in the exercise of power conferred under section 160 of the Representation of People Act 1951. 

It further stated that many departments have applied for exemption of vehicles from the election duty. In this regard, DC has informed that the exemption cases have not been considered on account of the huge demand from other districts for vehicles. However, vehicles attached to the AHOD, HOD, and off-road conditions are in consideration.

Therefore, AHOD & HOD have been requested to submit all the requisitioned vehicles at the IG stadium by April 10 along with the drivers to facilitate the smooth conduct of the election process.

Peren: DC & DEO Peren, Vineet Kumar, IAS has issued order in pursuance to the Commissioner letter and Home Department’s letter and directed all the Village Council and Goanburas (GBs) that all Village Councils and Gaonburas are duty bound to assist the District Administration in maintaining Law & Order, enforcing all orders for performing different duties and responsibilities, to repress all disorders, intimidation or to prevent any public servant from doing any unlawful act, in all polling station under their respective Jurisdictions for ensuring free and peaceful conduct of poll in the  upcoming  Lok Sabha Election 2024 in the district. 

The second round training was conducted for all the polling personnel at Peren Town hall, Peren town women welfare organisation hall and Old Catholic Church building on April 9 at Peren Town.

ADC Peren, Japhet Woch gave a briefing on how to handle the situation at their respective polling station. He also shared the importance of election process in the polling station and encouraged the polling personnel to be very careful and smart enough and not to forget even the small things of the process in their polling station.

The master trainers were Albert, Kekruneinuo Magi, Sentirenla Jamir, Igong N Ipuing, Lemtsaliba Jing, Petekhrie-o Sekhose, Zekopethele, Heiramchube Loehise Hulin and Ch. Kangba Andrew.

Mon: The DC and DEO Mon, Ajit Kumar Verma, IAS Mon organised a coordination meeting with AROs and Sector Officers on April 9 at DC Conference Hall, Mon. He welcomed and encouraged the Officers to be more responsible in taking out their assigned roles and duties, for the smooth functions and success of the upcoming election. SDO (C) Mon Rongsenmenla briefed on roles and responsibilities of Sector Officers through PowerPoint presentation. She also encouraged the Officers to be more responsible in their assigned duty for the smooth conduct of the upcoming election.

Wokha: DC & DEO, Wokha Ajit Kumar Ranjan, IAS has called for a meeting of all nodal Officers to review the preparedness status undertaken by the committees for the smooth conduct of the forthcoming General election to the 18th Lok Sabha election 2024 at his official Office chamber on April 9. The meeting was focused for the smooth planning process of all electioneering process and to ensure smooth, peaceful and successful conduct of the forthcoming Lok Sabha election 2024.

During the meeting all the concerned nodal officers briefed about the arrangement/activities undertaken by the committees including personnel/manpower management, EVM/VVPAT, transportation management, polling personnel’s, mess/food, road maintenance, logistic, security arrangement, dispatch and finalisation of all necessary arrangement.

After reviewing the preparedness status carried out by various committees the DC & DEO urged all concerned to perform their assigned responsibilities with outmost sincerity and dedication for the successful and smooth conduct of the electioneering process.

Apart from all the other arrangements made, the Deputy Commissioner and District Election Officer further informed the department of PWD, Road & Bridges for placement of machineries at strategic location for clearance of roads to ensure that polling personnel’s and security personnel’s reaches their respective place of polling stations on time without any hindrance.
