Demands requisition of posts to NPSC for direct recruitment
DIMAPUR, JUNE 5 (MExN): The Public Service Aspirants of Nagaland (PSAN) today served an ultimatum to five state government departments and reiterated its demand for requisition of posts to NPSC for direct recruitment.
The departments concerned include Rural Development, Social Welfare, Labour and Employment, Art and Culture, and Treasuries and Accounts.
The PSAN in a press note said that in the Directorate of Treasuries and Accounts, despite being forwarded to the Secretariat for requisition to NPSC, 2 posts of STO and 4 posts of JAO have been kept in abeyance since 2016.
It further stated that the department had declared results of the examination for 10 posts of Assistant Auditor without advertisement on June 1. This, it said is in contravention of the P&AR Department’s notification that all posts in the pay band of Rs. 5200-20200/- with grade pay of Rs. 2800/- and above shall be recruited through NPSC.
It further informed that the current service rules of DTA, which was obtained through RTI, says that 50% of the vacant posts shall be filled by departmental promotion and 50% through direct recruitment. It therefore demanded immediate requisition of STO & JAO posts to NPSC and immediate nullification of Assistant Auditors examination result and requisition of 50% of the said posts to NPSC.
In the Art and Culture Department, the PSAN said that over the last 2-3 years the post of Archivist, Assistant Archivist, Record Keeper had fallen vacant because of promotion and resignation of the incumbents. “But the department has not requisitioned to NPSC any of the above posts till today,” it stated.
Regarding the Labour Commissioner’s office, two posts of Labour Inspector were forwarded to the Secretariat by the Directorate but only one post was requisitioned to NPSC, the PSAN informed.
It also said that in the Directorate of Rural Development, despite resultant vacancies due to death, resignation and superannuation, the department continues to make contractual appointments in contravention of the P&AR OM. It added that at least 10 posts of BRO/RDO/APO are being held through deputation instead of the posts being requisitioned to NPSC.
In the Social Welfare department, the PSAN noted that in the last few years, 81 supervisors have been appointed without a single post being requisitioned to NPSC. T
he PSAN meanwhile reminded that it had submitted a representation to Governor of Nagaland and also the Chief Secretary demanding a stop to contractual/backdoor appointments and to requisition to NPSC all posts in the pay band of Rs. 5200-20200 with grade pay of Rs.2800 and above for direct recruitment in accordance with the P&AR Office Memorandum.
Despite the Chief Secretary instructing concerned authorities to requisition all posts that fall under the purview of NPSC to the recruiting body for direct recruitment, and the NPSC requesting all AHODs & HODs to requisition vacant posts for direct recruitment, the PSAN lamented that many departments have acted in contravention to these orders.
It also rued that the state cabinet’s memorandum banning contractual appointments “has remained only in paper as still many posts are being condoned by Ministers and Parliamentary secretaries.”
The PSAN said that “righteous and low income people are made to bear the ill doings of corrupt officials as posts under government offices are bought off for their kith and kin by means of money and muscle power.”
It claimed that in a state like Nagaland “where there are no or little avenues in private sectors to accommodate the rising unemployment problem, government job is the main sector to absorb thousands of educated unemployed.” However, it expressed concern that many deserving and genuine educated youths “are left frustrated and are forced to join regressive forces as the job avenues in government sectors are swallowed by the privileged class.”
Stating that “enough is enough,” the PSAN called upon all right thinking citizens to extend support to its cause.
