Random transfer of teachers hampering education: USSC

Gives DoSE 15 days to cancel transfer order of teachers

Kiphire, January 19 (MExN): The United Sangtam Students’ Conference (USSC) has again issued a 15-day ultimatum to the Nagaland Department of School Education (DoSE) for violating its own notification on transfer and posting of teachers. 

In a press statement on Wednesday, USSC Vice President Sethrongba Y Sangtam and General Secretary Lumpili Sangtam stated that despite the DoSE’s January 2009 notification which stated that “no post shall be transferred out of the district along with the incumbent,” more than 20 teachers have been transferred out from its jurisdiction within a year under Rationalization/Redeployment exercise. It said that despite repeated representation and ultimatums made by the USSC, the department has continued to turn a deaf ear on the recurring issue. 

Expressing dismay that the notification has not been implemented in letter and spirit, the USSC said that the random transferring of teachers has caused deficiency of teachers in most of government schools under its jurisdiction, thereby hindering the smooth functioning of classes and hampering the qualitative education and vision of the future generations. While acknowledging that transferring and posting is part and parcel of government norms, it lamented that not even a single teacher is being redeployed within Sangtam jurisdiction from other districts, whereas more than 20 have been transferred within a year. 

“The conference therefore, hereby seek clarification and ask the esteemed authority, on what ground your office has transferred the employees without reliever and transferred along with post from the District by violating its own department notification?” the statement read.

Stating that the prevailing condition of random transferring with post and without reliever is “quite disappointing and unwelcoming,” the USSC underscored that such practices deny the students their ‘Right to Education Act’ that cannot be compromised in any manner.

In this connection, the USSC has again, cautioned the department to strictly adhere to the government notification and immediately cancel the transfer orders within the stipulated period of 15 days. It also cautioned the Kiphire Sr SDEO “to immediately refrain from issuing of release order by violating government notification, either through political pressures or self-styled officer's order under whatsoever manner.”

In the event of failing to fulfil its demands, the conference is all set to impose democratic agitation and the concerned officer in-charge of the department would be held answerable and accountable for any unwanted situation arising during such time, the USCC stated.
