Since the introduction of Nagaland Liquor Total Prohibition Act 1989, revenue earning of the excise and prohibition department has been reduced drastically. This was stated in the annual administrative report of the excise department tabled in the just concluded assembly session by parliamentary secretary for excise T. Torechu.
According to the report, the revenue earning of the department from 1987 to 2012 are: (1987-88) – Rs. 584.37 lakhs, (1988-89) – Rs. 550.90 lakhs, (1989-90) – Rs.110.09 lakhs, (1990-91) – Rs. 82.32 lakhs, (1991-92) – Rs.101.15 lakhs, (1992-93) – Rs. 100.36 lakhs, (1993-94) – Rs.98.35 lakhs, (1994-95) – Rs. 109.30 lakhs, (1995-96) – Rs.157.00 lakhs, (1996-97) – Rs.199.00 lakhs, (1997-98) – Rs.210.70 lakhs, (1998-99) – Rs.189.63 lakhs, (1999-2000) – Rs.170.67 lakhs, (2000-01) – Rs. 176.33 lakhs, (2001-02) – Rs.182.58 lakhs, (2002-03) – Rs.197.94 lakhs, (2003-04) – Rs.200.60 lakhs, (2004-05) – Rs. 204.72 lakhs, (2005-06) – Rs.195.65 lakhs, (2006-07) – Rs.213.00 lakhs, (2007-08) – Rs.280.00 lakhs, (2008-09) – Rs. 333.8 lakhs, (2009-10) – Rs. 311.75 lakhs, (2010-11) – Rs. 299.23 lakhs, (2011-12) – Rs. 255.51 lakhs, and (2012-13) – Rs. 400.00 lakhs.
The department also destroyed contraband articles seized by the department with the help of the duly constituted board in the recent years: IMFL/Beer/Country liquor- 20,828 bottles (9/02/12), 5, 452 bottles (03/05/12), 9,101 bottles (30/05/12), 20,635 bottles (18/07/12), 10, 742 bottles ( 24/07/12), 1, 822 bottles (24/7/12), 7,610 bottles ( 19/9/12), 10,101 bottles (22/12/12), 2,219 bottles (18/12/12), and 13,508 bottles on 15/01/2013. The department also seized 3105 kg Ganja (25/05/12), 600 kg Ganja (25/05/12), 1550 kg Ganja (18/6/12), 177 grams Brown sugar, 2200 bottles cough syrup (18/6/12).
The state excise department was established on December 1, 1963. After the introduction of Total prohibition Act, 1989, the nomenclature of the department was changed to excise and prohibition department.
The department has a total sanctioned post of 433 inclusive of officers, ministerial staff and others. The state excise and prohibition department administers the Nagaland Excise Act 1967 and the Nagaland Liquor Prohibition Act 1989. It also enforces the Narcotic Drugs and Psychotropic Substances Act 1985 in the state.
