Congratulations to five so called advance tribes Committee on Reformation of Reservation of policy.(CORRP) and public who took part in peaceful Rally on 29th May 2025.The Backward reservation policy which came into existence 48 years back in the 1977 was with the intension of uplifting the backward area tribes with 25% job reservation quota which was to be reviewed every ten years after assessing the progress. Several Review Committees were formed to review the reservation policy from time to time but it was observed that committees recommended for increase of reservation quota from 25% to 41% for backward tribes depriving other so called advance Naga tribes and also depriving the merit students. It’s now almost five decades and id high time to review the Backward job policy in the larger interest of the State. It may be pertaining to mention that some of the real backward areas people are not benefiting from job reservation quota but only few are enjoying the benefit of reservation quota in the name of backward reservation quota. Creamy layers of so called backward are doing much better than so called advance tribes students as they are accessible to best Schools, Colleges and Universities in the State, country and even in foreign education which are not accessible to many of so called advance tribes.
In my personal opinion presentbackward job reservation policy should be reviewed but keeping in mind that the real backward people of the areas/blocks should not be denied or deprived of the still needed job reservation.
1. Creamy layers of so called backward should not included in job reservation quota so that the real backward people should get benefit of the job reservation quota.
2. The whole Tribe/district should not be declared as backward but it should be pocket /block wise
3. The Backward should be classified as
a) Educationally backward.
b) Economically backward.
c) Developmental backward.
d) At the time of applying for job or admission to College/ University the candidate should specify he/she should clearly specify either backward quota or general so that others should not be deprived of opportunity,
The reason for classification is require because many of so called advance areas are still backward educationally, economically and lacing in development.
In order to give equal justice and opportunityto all Committee should assessaccessibility of education i.e total number of Schools, colleges and institutions’ employees specially class-1 officers and above, economical condition of area and development al progress available etc in so called the present backward areas.
