RIIN a one-time exercise: CS

Nagaland Chief Secretary (CS), Temjem Toy today informed that that the Registry of Indigenous Inhabitants of Nagalabd (RIIN) is a onetime exercise and that enumeration would not be carried out like the normal census operation which occurs every 10 years.


While interacting with media persons here in his official residence, Toy said that despite the notification for (RIIN) being issued on June 26, enumeration for the same has not started.


“Otherwise enumeration should have been completed within three months as per notification,” the CS said.


He further informed that the commission set up on the issue had its first round of meeting and they will be conducting further consultations.


“Till the time they give their report along with recommendations on the mechanism and method and in which manner RIIN will be carried out, there will be no enumeration done,” he said.


He however made clear that the RIIN exercise has not been put on hold.


Terming it as a continuous process, Toy stated that enumeration would begin after the commission submits its report and once it is accepted by all stakeholders.


“The Commission is there to go through all the suggestions and see which is the most effective and most practicable way,” the CS stated, adding that the people will be taken into confidence and Hohos, village councils etc will be a part of the exercise.


The CS also said that the RIIN is a separate exercise and the Inner Line Permit (ILP) is different.


Implementation of ILP depends largely on the RIIN exercise once it is completed, he stated.
“These are the issue we are tackling with it and we are confident that at least something good will happen,” Toy noted.


It may be recalled that in the recently concluded 4th session of 13th Nagaland Legislative Assembly, Deputy Chief Minister, Y Patton had reiterated the process by which the decision to implement RIIN was taken by the government, and the subsequent formation of a commission headed by former Chief Secretary, Banuo Z Jamir to examine the exercise and make recommendations.


Patton had asserted the government’s commitment to strengthen the implementation of ILP regime in the entire state by extending it to Dimapur.
