The State Emblem has been adopted by the State Government of Nagaland with the approval of the State Cabinet Vide No. CAB-2/2003 Dt. 04-08-2005 and Notification No. CON-52/94 (pt) Dt. 13-08-05. The new State Emblem is being used for all official purposes with effect from 15th August 2005.
1. USE IN THE OFFICIAL SEALS:
The State Emblem is the official seal of the State Government of Nagaland. Use of the State Emblem for official seal is restricted to the following:
i) Chief Minister
ii) Ministers
iii) Parliamentary Secretaries/MLAs
iv) Resident Commissioners of Nagaland Houses
v) State Government Officials
2. USE ON STATIONERY:
i) The State Emblem when printed or embossed on demi-official stationery used by the Ministers should appear on the Top Left Corner of the sheet while the lettering like “Home Minister” or “Department of Home” should appear on the Right Hand Corner. If the emblem is printed in colour, the meadow and hilly terrain will be in green, the standing Mithun in Black and While, the wordings within the space in the outer and inner circles will be in white colour and the space between inner and outer circular lines forming the rim will be filled with coffee colour. If printed in black and white, the meadow and hilly terrain and the space between outer and inner circular lines will be in light black shade, the Mithun will be in dark black and white colour. The words in the rim will be in white colour.
ii) The demi-official stationery used by the officers of the State Government should be embossed or printed in the same colours as described at IV (i) without the name of officer printed on such stationery.
(iii) The Members of the State Legislative Assembly may have the State Emblem embossed or printed on their stationery. The colour to be used for the purpose in the case of the Members of the State Assembly is same. Such stationery when supplied by the Government Printing & Stationery Department, should not contain the name or addresses of the members. However, Members may at their discretion get such stationery with their names and address, printed in private press, duly approved for this purpose by the Home Department of the State Government.
(iv) Where the stationery used by the Members of Legislative Assembly contains the State Emblem, it should not bear any other designations such as Advocate/Chairman etc. below the names in the letter heads.
When printed on an A-4 size paper, the size and other features of the State Emblem shall be as under:
1. The diameter of the outer circle : 3 cms
2. The diameter of the inner circle : 2.2 cms
3. The meadow and the hilly terrain : The meadow with hilly terrain on the background will approximately occupy one third of the space from the bottom within the inner circle: a naturally looking undulating horizontal while line will separate the hilly background from the meadow, one more short naturally looking undulating horizontal white line running from left to right for one-third of the length of the inner circle’s diameter, across the hilly terrain, will make the terrain appear to comprise in more than one hillocks; another sloping undulating white line from upward left to downward right, below the horizontal line separating the meadow from the hilly terrain, will further add to the naturalness of the meadow.
3. DESIGN OF OFFICIAL SEAL:
i) The design of the office brass seals and office rubber stamps must contain the State Emblem enclosed in round frame of adequate thickness the name of the Department or office should appear between the inner and outer rims of the frame. The abbreviation forms of names of Department/office may be inscribed where it is not possible to accommodate the names in full.
ii) The State Emblem may be displayed on the buildings occupied by the State Government outside Nagaland State at entrance doors of the State Guest House.
4. USE FOR VARIOUS OTHER PURPOSES:
The State Emblem may be used on:
i) Publications issued and Films produced by the State Government with copyright with the State Government.
ii) Invitation cards for State functions, excluding invitations issued by Raj Bhavan.
iii) New Year and Greeting Cards sent by the Ministers/Parliamentary Secretaries/Members of the Legislative Assembly/Officers of the State Government.
iv) Badges, collars, buttons etc. of Police Uniforms, Excise Constabulary, uniforms of Grade IV staff of the State Guest House outside Nagaland.
5. USE FOR EDUCATIONAL PURPOSES:
The State Emblem may be printed in school textbooks of History, Art or Culture or in any periodical as part of a chapter, section etc. for the purpose of explaining or illustrating the origin, significance or adoption of the State Emblem. However, the State Emblem shall not be used on the front-page title, or cover of any publication except in Government publications with copyright with the State Government.
6. GENERAL:
i) The State Emblem shall not be used for any private trade, business, calling or profession or in the title of any patent, or in any trade-mark or design except in such cases and under such conditions as may be prescribed by the State Government under relevant law. Any unauthorized use of the State Emblem for such purposes is an offence.
ii) Private person, bodies of persons, sports associations etc. are not permitted to use State Emblem on their letterheads, seats, crests, badges, house-flags or for any other purposes.
Round-shapped rubber stamps may be used by:
i) State Guest House outside Nagaland State .
ii) Home Department for special purposes such as on Identity Cards/Car Pass/Entry Permits/General Administration for various permits.
7. DISPLAY ON VEHICLES:
The State Emblem may be displayed on:
i) Vehicles of the Chief Minister.
ii) Vehicles of the Deputy Chief Minister.
iii) Vehicles of the Speaker and the Deputy Speaker of the State Legislative Assembly.
iv) Vehicles of the Cabinet Ministers.
v) Vehicles of the Ministers of State
vii) Vehicles of the Parliamentary Secretaries/MLAs
viii) Vehicles and other means of transport used by the Resident Commissioners of the State Guest Houses located outside Nagaland except vehicles assigned for use of the Governor during his tours.
8. DISPLAY ON PUBLIC BUILDINGS:
i) The State Emblem may be displayed only on very important public buildings like the State Civil Secretariat and the Assembly House.
ii) The State Emblem may be displayed on the premises of all Government Establishments including the State Guest House located outside Nagaland. The Commissioners of the State Guest House may also display the State Emblem at their residences.
